Security on air transport: public-management aspects

Abstract

Ukraine’s air transport is an integral part of Ukraine’s transport system. It performs important functions in the relations of Ukraine with other countries and regions of the world and occupies an important place in the transport system of the country, plays a significant role in the provision of international transport links. Therefore, ensuring the proper level of air safety management in Ukraine is one of the main tasks of the modern state. Aware of the importance of air transport for Ukraine, it is important to pay close attention to air safety, which remains low at present.

To date, air transport is the fastest and most expensive mode of transport that is out of competition in overcoming large aquatic and arctic spaces, on long and far distances, fulfilling the most important tasks of internationalization and globalization of the world economy. Until recently, he specialized mainly in passenger transportation, with mail, luggage, and perishable goods prevailing among the goods carried. However, air transport is increasingly performing various functions of scientific, environmental, fire, rescue, assembly, police, moving only the most valuable or urgent cargo. Their number and volume will increase with the creation of new types and generations of airplanes and helicopters, and other related types of aircraft.

In view of the above, it is clear that the issue of air traffic safety management is of particular importance and importance.

The State Aviation Service (State Aviation Service) is a central executive body, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Infrastructure, which implements state policy in the field of civil aviation and the use of Ukrainian airspace and is an authorized body for civil aviation.

The Cabinet of Ministers of Ukraine directs and coordinates the activity of this service through the Minister of Infrastructure of Ukraine, but not through regulations, but through regulations.

Within the existing organizational structure of the State Aviation Service, the functions of responsibility for the oversight of flight safety in the ODP system are divided into four levels: senior management, direct management, organizational level, executive level.

The State Aviation Service, in the performance of its tasks, interacts in due course with various bodies.

Thus, in view of the above, it is possible to draw the following main conclusions:

  1. Maintaining an adequate level of transport safety in Ukraine is one of the main tasks of the modern state, its status in comparison with the developed countries of the world is unsatisfactory, so it is not receiving enough attention so far.
  2. Public administration in the field of air transport safety is performed by the State Aviation Service, which is the central executive body, whose activity is directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Infrastructure, which implements the state policy in the field of civil aviation and use of the Ukrainian airspace and is authorized. on civil aviation.
  3. Air transport independently ensures its security for which there are adequate forces, means and guidelines.

4. At the same time, there is a lack of a general management of Ukraine’s transport safety and the interaction of air transport with other modes of transport in the field of transport safety, which would be documented.
