Dialogue of government and people as a condition for effective settlement of land relations in Ukraine

Abstract

The parameters and forms of dialogue between the government and the people as conditions for effective settlement of land relations in Ukraine are considered. The role of citizens in management projects at all levels (from local to national) and at all stages (from the preparation of decisions to their implementation) and the ability to increase the efficiency of government functions in general are analyzed. It was found that dialogue as a socio-psychological phenomenon that meets certain parameters (symmetry of positions, autonomy, etc.)

Complex interdisciplinary approach was applied to examine the content of the dialog as a communicative interaction within the framework of the science of public administration. The historical analysis of power bodies structures was made and the conclusion about acceptability and optimality of democracy from the point of dialog interaction forms usage was made. In terms of system analysis phenomenon of dialog interaction of power and public as a multilevel formation was defined. The main characteristic and content of business forms and social and psychological mechanisms of dialog interaction of power and public were detected. The research of the condition of dialog between power and public in regions in Ukraine was made and necessary conditions of transformation of state government system in a context of dialog interaction were analysed. The activization program of social and psychological mechanism of dialog interaction of power and public was created. The new approach to formation of the dialog readiness that supposes using unconventional situational forms of instruction was suggested. Application of the objective and visual parameters of effectiveness increases the dialog interaction of power and public and promotes the improvement of interrelations between the parties that help to create the system of controlling influences on the parties of the dialog instead of bureaucratic procedures of monolithic governing  that is supported in the regions and within different social groups in Ukraine.

It is determined that the dialogue between government and people plays a special role in addressing key issues in society, which include land relations. The termination of the moratorium on the sale of agricultural land makes it important to discuss this issue and apply a direct dialogue between the government and the people. One of the forms of direct dialogue between the government and the people is local and all-Ukrainian referendums. The adoption of a new bill on the all-Ukrainian referendum is relevant for the country. This would enable the people to directly express their will on the land issue, which is in line with the principles of dialogue and partnership. However, firstly, the Law on Land Relations was signed before the draft law on the all-Ukrainian referendum was submitted to the parliament, and secondly, the submission for all-Ukrainian discussion concerns only the issue of selling land to foreigners. Under such conditions, the dialogue between the government and the people as a mechanism for settling land relations in Ukraine is not effective.

It is established that the application of the mechanism of dialogical interaction of government and people, ways to improve it and influence democratic processes in modern society, involves such tools as finalization of legal documents, as well as the introduction of programs for basic dialogue skills.
