Organizational and functional mechanism of realization of the state youth policy in Ukraine: main directions of improvement

Abstract

The problem of the study of the "state youth policy" in the modern conditions of Ukrainian progress is one of the basic elements of the study of public administration science, since young people are the future of the state and the further country’s development depends on their activities.

It is proved that when improving the structure of the authorities that carry out public administration in the youth field, first of all, the attention should be paid to the Administration of the President of Ukraine. Formally, this institution is not a power body – it is an auxiliary institution under the President of Ukraine. But this institution directly ensures the fulfillment of his powers by the President of Ukraine. Therefore, given the exceptionally important role of the President in the system of the Ukrainian authorities, it is entirely reasonable to assert that the Presidential Administration is an extremely important element in the structure of the formation and implementation of the state youth policy.

It is proposed to create the State Fund for the Youth Investment, which will enable not only materially support the youth, but also create new small and medium-sized manufacturing enterprises and, as a result, jobs, which will further stimulate the development of the Ukrainian economy. At the same time, the most important task is solved – investment in human capital. The functioning of the proposed Fund, together with other measures aimed at improving the mechanisms of the youth policy implementation, under the conditions of appropriate scientific substantiation, is intended to ensure employment of the young population of the country and increase its welfare. Such a policy will directly improve the demographic and economic situation in Ukraine and will further its sustainable development.

The definition of the main directions of improvement of the organizational and functional mechanism of the implementation of the state youth policy allows to establish the necessary changes in the structure of the authorities of Ukraine. It is this transformation that should follow the improvement of the system of functions of the authorities on the formation and implementation of the youth policy. At the same time, it is necessary to consider the current state of the system of Ukrainian authorities that take care of the youth sphere.
