Рекомендації до впровадження технологій розподіленого реєстру (блокчейн) у публічний сектор України на основі світового досвіду
Анотація
Інтеграція нових технологій, таких як технологія розподіленого реєстру, в державні системи є багатогранним процесом, що характеризується безліччю потенційних переваг, пов’язаних з ними витрат і ризиків. Попередні та існуючі пілотні впровадження програмних рішень на базі технології розподіленого реєстру у державному секторі продемонстрували, що ця технологія може мати різний вплив залежно від контекстуальних факторів, включаючи і конкретний тип обраної державної послуги. Крім того, у кожній окремій сфері публічних послуг впровадження технологій електронного врядування може мати різні результати для різних зацікавлених сторін, зокрема, державних органів, державних службовців та громадян.
Тому, в рамках цієї статті був проведений огляд та аналіз світового досвіду використання технології розподіленого реєстру в різних сферах державного сектору. Для цього було визначено декілька країн, що мають передовий досвід в області електронного врядування та імплементації рішень на базі технології розподіленого реєстру. Опираючись на досвід цих країн, а також на особливості, переваги, рівень зрілості технології блокчейн та наявних рішень на її основі були сформовані загальні рекомендації, щодо впровадження технологій розподіленого реєстру (блокчейн) у публічний сектор України.
