Abstract

The main principle of the state’s inclusive policy is to create opportunities for equal access to social processes for all groups of people who have historically been excluded from public life. The state’s inclusive policy should be aimed at all members of society, providing everyone with equal rights and opportunities to fulfill their potential and improve their lives.
The creation of social services and tools for people with disabilities in Ukraine is a relevant way to “include” different social groups in public life. The main objectives of this innovation are to build a network of services for different social groups.
The article examines the practical aspects and problematic issues of certain social groups that face barriers that prevent them from fully participating in the political, economic and social life of society.
A modern approach to the problem should take into account the effective and continuous interaction of existing public authorities, local authorities and the public sector as equal actors in addressing the issues of “inclusion” of all citizens in public life with equal rights and opportunities.
The author summarizes and analyzes the peculiarities of implementation of tools and methods of “inclusion” of various social groups in public life, and presents specific proposals for cooperation between the State and the public sector in implementing the proposed tools.
