Public administration mechanisms for combating raider attacks during Ukraine’s post-war recovery and reforms: integrating international experience into Ukrainian realities.

Abstract

This article is devoted to the analysis of public administration mechanisms for combating raider attacks in the context of Ukraine’s post-war recovery and reform, with an emphasis on integrating international experience into Ukrainian realities. The central idea of the paper is to enhance the mechanisms of public management in counter-raider activities through the creative adaptation of foreign approaches to the unique specifics of Ukraine during its post-war transformations. The article examines the destructive impact of raider attacks on the economy, law and order, and the investment climate, which emerge against a backdrop of archaic mentalities and paternalistic stereotypes cultivated during years of statelessness and a totalitarian past. The author emphasizes that, despite numerous legislative innovations and the efforts of law enforcement agencies, the existing public administration system – characterized by excessive bureaucracy, ineffective law enforcement, and a corrupt judiciary – creates a “window of opportunity” for raiders. The methodological approach of the study is based on a critical review of scholarly literature, a comparative analysis of international practices, and a conceptual synthesis that identifies the key trends in countering raider attacks in the EU, USA, Australia, and Turkey. Central to the discussion is a creative synthesis of foreign approaches, tailored to account for the specific institutional, socio-economic, and cultural contexts of Ukraine. A comprehensive set of measures is proposed, including the creation of a specialized counter-raider authority, the strengthening of criminal and administrative liability, the development of digital infrastructure for protecting property rights, and the promotion of business integrity through the adoption of ethical codes and compliance mechanisms. The author underscores that the effectiveness of counter-raider policies depends on a transformation of societal values toward the principles of democracy, transparency, and government accountability.
The conceptual proposals aim to establish the conditions necessary for sustainable post-war recovery, an improved investment climate, and Ukraine’s integration into the European economic space.
In summary, a comprehensive approach – combining legislative modernization, the reform of public institutions, and the implementation of cutting-edge digital technologies – is essential for overcoming raider attacks and reinforcing Ukraine’s legal system.
