Теоретичні основи модернізації публічного управління в умовах цифровізації суспільних відносин.
Анотація
Публічне управління в умовах цифровізації суспільних відносин потребує цифрової трансформації та реформування існуючої системи. Одним з ключових завдань для органів публічної влади сьогодні стає відхід від усталених стереотипів здійснення своєї діяльності і перехід до нових моделей, що відповідає радикальним змінам соціальної реальності. Один із важливих напрямків публічного управління в умовах цифровізації суспільних відносин є формування та корекція особистого інфопростору громадян та публічних службовців.
У статті досліджено теоретичні підходи модернізації публічного управління: державно-управлінський, політико-соціологічний, суспільно-правовий, інформаційно-комунікативний. Виокремлені проблемні, що можуть слугувати перешкодою цифровізації в публічному управлінні.
Здійснено узагальнення чинників модернізації публічного управління і особливостей реалізації інструментів формування та корекції особистого інфопростору громадян.
У сучасному підході до модернізації публічного управління в умовах цифровізації суспільних відносин мають бути враховані: чинники що впливають на модернізацію публічного управління; шляхи потрапляння пропаганди до особистої «інформаційної бульбашки», через рекламу та рекомендації, ботів, що враховують особисті уподобання, блогерів та псевдоекспертів, псевдолокальні ЗМІ, псевдопатріотичні ЗМІ; алгоритмічні та персональні «інформаційної бульбашки».
