Public policy on support and development of participatory democracy at the regional level: philosophical dimension.

Abstract

The article examines the public policy of supporting and developing participatory democracy at the regional level through the prism of the philosophical dimension, in particular, through the analysis of the axiosphere of society. Participatory democracy is viewed as a process that depends not only on institutional mechanisms but also on citizens’ value orientations, the level of social capital, and trust in state institutions. Using an interdisciplinary approach, the authors apply axiological analysis, comparative method and qualitative content analysis to determine the relationship between the value structures of society and the effectiveness of participatory democracy mechanisms.
The results of the study show that public policy should take into account axiological factors as a basis for building effective models of regional governance that promote sustainable democratic development. It has been found that successful practices of democratic participation are based on a high level of social trust, political culture and the authorities’ readiness to engage in an open dialogue with civil society. The insufficient level of these factors can reduce the effectiveness of democratic processes even in the presence of well-developed institutional mechanisms.
The author outlines prospects for further research in the area of developing strategies for integrating value aspects into participatory politics, analyzing the mechanisms of democratic culture formation, and comparative research on the effectiveness of regional models of participatory democracy in different countries.
