Technologies of social networks in the public authorities activity

Abstract

The article examines the features of the functioning and main directions of social network technologies application in public administration. The definition of the terminology used to describe the process of using social networks in government is given, and an overview of current applications is provided. It is emphasized that the terms «social technologies» and «social networks» are often used interchangeably to describe web services that allow users to create an online profile, as well as create user content, use crowdsourcing and interact online.

It has been found that social technologies can be distinguished from other forms of information and communication technologies by their unique technological features that support social interaction in real time. The features and specific characteristics of the main tools of social networks are substantiated, as well as the options for decision-making on each of the tools are proved. It is determined that the main services for creating social networks used in the public sector are: communication via Facebook, microblogging via Twitter, sharing content on blogs and sharing videos via YouTube.

The differences between e-government approaches to technology and the use of social technologies by public authorities are analyzed. The main difference between relatively static e-government sites and highly interactive, self-updating public social networks is the focus of information exchange. This proves the expediency of including in the list of criteria when giving preference between them such as the nature and direction of information flows.

Based on these conclusions, the analysis provides a comparative description of the main e-government applications with the applications of social networks.
