FEATURES OF ENVIRONMENTAL POLICY IN MODERN CONDITIONS
Abstract
Developments in energy research and technology, as well as ongoing political discussions about the suitability of energy, regulations and investments to national interests, confirm the importance and timeliness of environmental policy and practice researches in the current environment. The experience of developed and developing countries in developing their environmental policy is explored. Main issues that require improved approaches to identifying the features of ensuring sustainable development of countries by means of environmental policy are highlighted. The issue of correlation between economic development and environmental security is considered.
In order to substantiate the directions of formation and implementation of public environmental policy in the context of contemporary environmental challenges of the global space, the evolution of environmental problems and measures to solve them at the national level is analyzed. The substantive characteristics of public environmental policy have been determined. Attention was focused on the need for a comprehensive analysis of social, economic and environmental changes in the initial and final stages of environmental policy-making.
The need for a strategic understanding of the role of policy and government in identifying, understanding and responding to environmental problems in the world is emphasized. It is worth noting the importance of taking into account leading views on environmental problems, their causes and solutions, in particular in terms of: 1) science and technology; 2) economic and incentive structures (mechanisms); 3) values and ethics. These different perspectives are generally discussed to some extent at different points in the policy-making process, but the differences, sometimes dramatic, in how environmental issues are perceived and addressed are still worth highlighting. The importance of taking into account the continuity of environmental policy for the accumulation of experience and tools to promote social responsibility in the context of environmental safety is emphasized.
The dynamism of the political process is identified as an important prerequisite for improving the incentive mechanisms and expanding the source of investments in environmental programs.
