System of Essence Transboundary Processes: Qualitative and Quantitative Evaluation

Abstract

In the article the definition of the category "cross-border processes" has been proposed from the standpoint of system vision. The essence of cross-border phenomena and its structure are explored. The importance of system understanding of the generic categories for the analysis of specific categories, particularly for quantitative and qualitative assessment of transborder phenomena is illustrated. The efficiency of system methodology in solving practical problems of transborder processes management is emphasized. The results of the implemented international project "Borders for people", in particular, developed system for indexation and monitoring of cross-border cooperation at the new Eastern border of the European Union are provided as an evidence.
