Abstract

The essential characteristics of the main systems and models of local self-government in system-structural plan were investigated. It is argued that the classification systems of local self-government should be based on the features of the system of local government, the order of their formation and the nature of the relationship of these bodies among themselves and with public authorities. Models of the local self-government should be seen as part of an appropriate system as its specific species.The belief that these systems and models differ on the specifics of the institutional and functional structure and the number of primary jurisdiction was justified.
