Abstract

The article proposes to consider the problem of regulation of social behavior in terms of social self-organization approach, in which two mechanisms of social change are distinguished - self-organizational and organizational. It is shown that the regulatory effect of these mechanisms depends on the degree of stability of the social system. The concept of social entropy allows to describe different states of social system: stability, instability of the first kind and instability of the second kind. It is proved that only in the case of instability of the first kind it is possible to  combine these two mechanisms of regulation in order to ensure  evolutionary way of development of society.
