Abstract

Modernization of higher education in modern Russia faces a number of difficulties in the implementation of the planned government measures. This is largely due to a mismatch of activities undertaken by the Ministry of Education and Science to the requests of the educational community. In the current article the author analyzes the position of university teachers regarding the reforming of higher education that was identified in the course of empirical research. On the basis of the research results it is concluded that many transformations in higher education are contradictory and not-accepted by many representatives of the educational community. That significantly reduces the rate and efficiency of the reforming process. The teachers' attitude to commercialization of higher education and private universities is especially highlighted. Teachers’ resistance to the conducted reform is systemic, not just a coincidence of separate positions.
