ЕКОНОМІЧНЕ ОБҐРУНТУВАННЯ КАЛЬКУЛЯЦІЇ ВИТРАТ ЗАХИСТУ ДИСЕРТАЦІЙ ДОКТОРІВ ФІЛОСОФІЇ (НА ПРИКЛАДІ ДНІПРОВСЬКОГО НАЦІОНАЛЬНОГО УНІВЕРСИТЕТУ ІМЕНІ ОЛЕСЯ ГОНЧАРА)
Анотація
У статті представлено економічне обґрунтування вартості організації та проведення захисту дисертацій здобувачів ступеня доктора філософії, які не проходили повний курс навчання в межах освітньо-наукової програми закладу вищої освіти. Проведено порівняльний аналіз нормативно-правового забезпечення та фінансових механізмів в Україні й за кордоном. З’ясовано, що для закладу вищої освіти процес організації та проведення захисту пов’язаний із додатковими фінансовими витратами, оскільки він охоплює фінансування утримання інформаційно-бібліотечних і матеріально-технічних ресурсів, оплату комунальних та інших послуг, перевірку дисертаційних робіт на плагіат, оформлення дипломів, а також потребує залучення офіційних опонентів і забезпечення роботи технічного та адміністративного персоналу.
У міжнародній практиці виділяють дві моделі: якщо здобувач на даний момент не проходить навчання за освітньо-науковою програмою, заклад або держава стягує з нього спеціальний платіж, або ж покриває всі витрати на атестаційні процедури за рахунок бюджетного фінансування чи включення у вартість навчання здобувача третього (освітньо-наукового) рівня вищої освіти.
На прикладі Дніпровського національного університету імені Олеся Гончара розроблено економічну модель калькуляції витрат із урахуванням прямих та непрямих витрат, пов’язаних із атестаційною процедурою та захистом дисертації доктора філософії здобувачами, які не є випускниками освітньо-наукової програми саме цього закладу вищої освіти. Запропоновано прозорий підхід до встановлення вартості платних послуг із організації захисту для сторонніх здобувачів третього (освітньо-наукового) рівня вищої освіти, що забезпечує фінансову стійкість закладу вищої освіти, доброчесність та відкритість процедури атестації та захисту дисертації доктора філософії.
