Development of governmet agricultural policy and advisory system of Ukraine in the conditions of European integration

Abstract

The article proves that the agricultural sector of Ukraine is a critically important component of the country's economy, ensuring food security and a significant share of exports. The purpose of the article is to determine the priorities for the development of Ukraine's agricultural policy and advisory system for the implementation of sustainable development plans and European integration tasks. The main challenges for the development of Ukraine's agricultural sector in wartime and the priorities of the government are identified in accordance with the Post-War Recovery Plan of Ukraine, the Framework Program for Cooperation between Ukraine and the United Nations (UN) for 2023-2027, and the Strategy for the Development of Agriculture and Rural Areas in Ukraine for the period up to 2030. Based on the analysis of the sectoral specialization of the agricultural sector of Ukraine, production volumes and currency transactions for the export of agro-industrial products, it is proven that the agricultural sector of Ukraine has shown resilience in the conditions of a full-scale war, ensuring the country's food security, stably supplying agricultural products to external food markets and occupying a leading position in the export structure. The directions and volumes of government aid to the agricultural sector of Ukraine in 2022-2025 were studied. It was proven that the goals set in national strategic-level documents meet European requirements, the overall progress in the implementation of the Association Agreement between Ukraine and the EU and the harmonization of the regulatory framework is 81%. The regulatory and legal support for the agricultural sector of Ukraine, adopted in 2024 with the aim of approximating national legislation to EU law by Ukraine within the framework of the implementation of the Association Agreement, was summarized. The importance of the agricultural advisory system was proven, the subjects of providing socially-oriented advisory services at the expense of budget funds were identified, the results of the implementation of measures to implement the Association Agreement between Ukraine and the EU, which relate to advisory services, were identified. Taking into account the peculiarities of the development of Ukraine’s agricultural sector and taking into account the European integration vector of the country's development, the priorities for the development of Ukraine's agricultural policy and the priorities for the development of Ukraine's advisory system in the context of European integration were identified.
