THE DEVELOPMENT OF ORGANIZATIONAL CULTURE OF PUBLIC ADMINISTRATION IN THE CONTEXT OF FORMING POLITICAL AND ADMINISTRATIVE ELITE

Abstract

The relationship between development of the organizational culture and the formation of the political and
administrative elite in the making of public administration in Ukraine has been considered in the paper.
The key aspects and the strategy of solution of the problem of modern Ukrainian elite formation in the
short term perspective as a strategic factor of public administration organizational culture and mass culture
of the information society have been de ned by the author.
