Abstract

The paper proves that one of the major features of social systems is their inactivity. A law of
the systems’ functioning has been formulated with account of that feature. Additionally, the paper
explores the contradictory conceptualization of ‘management’ and ‘external environment’ notions
with reference to social systems.
