WORLD PRACTICES OF COUNTERING BUREAUCRATISM: EXPERIENCE FOR UKRAINE

Abstract

Features of the concepts of ’bureaucracy’ and ’bureaucratism’ are considered. The world experience
of fighting bureaucratism, speci cally that of the USA, Great Britain, Georgia, is generalized. It is
proved that the main areas of counteracting bureaucracy are measures aimed at reducing the size
and scope of public sector powers, improving the system of providing state (administrative) services,
introducing new mechanisms of public relations and public service management, ethical standards,
etc. Steps to implement the advanced international practices in Ukraine, such as accomplishment of
the constitutional power decentralization reform, ensuring a wide use of advanced information and
communication technologies in public administration, introduction of new remuneration principles and
quality control of civil servants’ work, are proposed.
