Theoretical principles of the mechanism of state regulation of the development of the banking sector
Abstract
The article is devoted to a theoretical generalization of the content and structure of the mechanism of state regulation of the development of the banking sector, its key components, principles and levers of functioning, as well as the identification of current problems and promising areas for its improvement.
The relevance of the study is due to the importance of effective state regulation of the banking sector, which is aimed at ensuring a balance between the stability of the financial system, the development of the banking sector and the protection of the interests of depositors and creditors.
The article analyzes various approaches to define the category of “state regulation mechanism” and identifies its differences from the concept of “state governance mechanism”. A comprehensive definition of the concept of “state regulation mechanism of the development of the banking sector” is proposed as a set of legal, economic, administrative and organizational measures carried out by state bodies to ensure the stability, efficiency and reliability of the country’s banking system.
The main components of the mechanism are detailed: legal regulation, regulatory activities of the National Bank of Ukraine, monetary policy, fiscal policy, administrative measures and mechanisms for protecting the rights of consumers of banking services.
The key components and structure of the mechanism are systematized, including the goal, objectives, subjects, objects, principles, methods of influence (administrative, economic, legal, organizational, political, motivational, information and analytical) and regulatory levers (banking regulation, banking supervision, state banking control).
The importance of distinguishing banking regulation, banking supervision and state banking control as separate but interrelated components is emphasized.
