THEORETICAL APPROACHES TO FORM OF THE MECHANISMS OF THE STATE REGULATION OF THE SUSTAINABLE DEVELOPMENT OF THE AGRARIAN SECTOR OF UKRAINIAN ECONOMY
Abstract
In the article is researched the theoretical approaches to defining the essence of categories “mechanism”, “mechanism of state regulation”, “mechanism of state regulation of the economy”, “mechanism of state regulation of agricultural sector development”.
The versatility of the mechanism of state regulation of sustainable development of the agricultural sector of the economy is determined. It is formed the presence of a triad of interdependent elements: economic policy, the agricultural sector and sustainable development. The relationship these elements also substantiate the importance of considering the theoretical basis of the formation of mechanisms of state regulation in terms of each element:
– the state mechanism of the regulating the economy, as a systemic component which are formed relations in the implementation of state economic policy;
– the state mechanism of the regulating the development of the agricultural sector, as a structural element that should ensure the effective functioning of the industry;
– the state mechanism of the regulating sustainable development, as a basis of defining the concept of socio-ecological and economic development.
The influence of the current mechanism of interaction between the state and the economy in terms of instruments of the state regulation of direct and indirect methods are confirmed.
Some important tendencies are installed, such as: deepening of the integration of country in international cooperation that expands the opportunities of the economy in terms of implementing European practical governance, expanding access to international donor funding, new markets and so on. However, other side of these tendencies are strengthens the challenges in terms of ensuring the effectiveness of the mechanism of state regulation, in conditions of constant transformation.
In addition, basic principles of the state regulation of the agricultural sector are researched and key areas of their improvement are determined.
