PECULIARITIES OF THE MECHANISM OF IMPLEMENTATION OF POWERS IN THE FIELD OF SAFETY ON MOTOR TRANSPORT
Abstract
The article defines the features of the mechanism and the process of realization the powers of the authorities of Ukraine in terms of road safety. The tools used are defined (strategic planning by adopting program documents and interaction between authorities at the stage of their implementation), monitoring was conducted and prospects for reforming the issue are outlined. Priority areas for reform have been proposed, taking into account the European integration process and the Association Agreement between the European Union and Ukraine, as well as the Stockholm Declaration adopted at the Third Ministerial Conference on Road Safety, held on February 20, 2020.
The state mechanism of powers realization in the road transport safety field is comprehensive issue and depend on efficiency of cooperation between many stakeholders. In that point of view, it is important to have common approach to this issue, what should be designed in strategy of road Safety.
With regard to best practices of EU members, we should accelerate reforms to receive clear results in short terms, it means legal base, employee competence, provision of technical means etc. The current condition in RS sector is simply not so excellent and needs deep modernization.
All that should be reflected in new draft of road safety Strategy and practically implemented by authority on all levels, from state to local, in this case the main issue is strong cooperation should be permanently present, without any political wheels.
The main or even key document is Strategy of road traffic safety, which contain political direction and strategical issues for future development and implementation. Not less important, but more detailed are Action Plan and Program for road safety, designed for years with identification of responsibilities, deadlines volume of financing etc.
All of these documents are good tools for systematic and pragmatic reforms with permanent and common approach philosophy. But the biggest complication is absence of strong cooperation and fragmentation of responsibilities of state authorities. One of the best but not only one solution is creation of responsible authority or council, which will provide such activity daily.
