speci c tasks, we should point to the correlation between the conceptual categorical apparatus and the approbation of the systemic elasticity within the context of the variability of state policy in the  eld of study, taking into consideration the scienti c and practical experience of previous approaches and ideas. The analysis of the possibilities of using the systemic method in research on the problems of the development of non-governmental civil organizations in Ukraine has been performed. A review of the conditions favouring it has been performed as well. The common practice of methodological study in the works of foreign and Ukrainian scholars was emphasized as well. The multifacetedness of systemic method from the perspective of the problem under study was clari ed. The author’s variant of the usage of step-by-step systematic study of the development of public organizations has been suggested. It was stated that the systematic analysis demands constant improvement due to the promptness and dynamics of the development of modern democratic relations. It has been revealed that under the conditions of dynamic development of democratic relations in modern world and the constant search for the optimal way of development for a Ukrainian democratic state, Ukrainian people face the urgent task of promoting a democratic state creation following
the best modern traditions. The usage of the experience of foreign democratic countries through the conscious attitude towards the transformation of socio-political relations and their adaptation
to social inquiries as the primary present-day task both for politicians, civil servants, employees of state and society institutions, and Ukrainian science in particular has been suggested.
