PROCESSES OF INFORMATIZATION OF PUBLIC-ADMINISTRATIVE RELATIONS AND THEIR IMPACT ON STATE SECURITY
Abstract
Problem statement. Electronic mass media and the Internet play an increasingly important role in the life of today’s society and the state. State agencies, political parties, public associations launch their sites and web portals. Public administrators of different rank make active use of electronic network structures in their communications with the society.
The degree of problem exploration. The fundamentals for the studies of the problems of informatization and information security of the state, formation of information society have been considered in the works of foreign researchers R. Aron, D. Bell, P. Bourdieu, І. Wallerstein, P. Drucker, J. Galbraith, Т. Roszak, A. Toffler, К. Shannonand and others.
The paper objective is to explore the role of informatization in the functioning of the public administration system, and characterize the problems and contradictions of this process and their impact on the state security.
The paper main body. Under the current conditions, in our opinion, a quality renovation of information and communications technologies has taken place, changing the political sphere cardinally, transforming its institutions and norms, constructing new models of the interaction between the authorities and the society.
Thecurrentstageof human civilization development testifies to the fact that the formed information security parameters, stereotypes and habits, to a large extent, do not conform to the tasks of providing national security. At the same time, information support for the security of Ukraine is closely connected with its being part of technical cooperation worldwide.
In our opinion, the national security concept of Ukraine should also include the concept of the Ukrainian society’s informatization, since the security risks, caused by the lack of modern means of information support for public administration, economy, and social policies, are in large excess over the affordable expenses on their informatization.
Conclusions. The consequences of information technologies penetrating traditional models of political interaction are ambiguous and contradictory. On the one hand, information technologies encourage formation of improved principles of interaction between the authorities and the society, which did not exist before. Due to electronic devices, personal information independence is enhanced, and the opportunities for conventional participation of people in the political process expand. On the other – information technologies entail additional threats and risks to traditional democratic principles. New information barriers, new inequalities, “virtual politics” and “manipulative democracy” emerge in the society.
