BASIC PRINCIPLES OF DEVELOPING PUBLIC MANAGEMENT MECHANISMS OF THE COUNTRY’S DEVELOPMENT IN THE GLOBAL TRANSFORMATIONS CONTEXT
Abstract
The article analyzes the basic principles that focus on the public authority’s activities and the analysis of management decisions and their implications for the society life in developing mechanisms for public administration of the country’s development in the context of global transformations.
It is stated that the public administration mechanisms can be divided according to the direction of influence on standard and specific, which changes under the influence of global transformations.
It is determined that public administration is carried out by introducing state policy, developed by the political system and legally enshrined, through the activities of public authorities endowed with the necessary competence. This, in turn, is determined by the system of public administration mechanisms.
It is proved that classical public administration mechanisms are not able to ensure the development of the country in the conditions of global transformations. This implies that traditional mechanisms (economic, legal, organizational and political) will acquire new content and are complemented by innovative mechanisms: motivational, technological, socially-creative.
In particular, a motivational mechanism is a set of incentives that encourages and participates in the processes of all participants (civil servants, public associations, scientific communities, individual citizens). The technological mechanism is the implementation of decision-making technology using the analysis of large arrays of information (running date), modern technologies for the collection, processing and storage of large arrays of data (block chain, SMART-city, -region, -country). The social-creative mechanism is a mechanism that provides stimulation of creative activity and its effective use in innovative processes (this mechanism is aimed at the effective use of human potential).
