PROSPECTS FOR IMPLEMENTATION OF SMART SPECIALIZATION APPROACHES IN THE PROCESS OF STRATEGIC PLANNING OF REGIONAL DEVELOPMENT IN UKRAINE
Abstract
The article is devoted to identifying the characteristics of the smart specialization model to determine the prospects for its implementation in the process of strategic planning of regional development in Ukraine. The analysis of the development of smart specialization in the European Union is carried out. It has been investigated that one of the important directions of implementation of the provisions of the Association Agreement with the European Union, as well as economic integration with the EU common market and ensuring inclusion in global value chains is the implementation of the idea of smart specialization in Ukraine. It is noted that it is on the basis of smart specialization it is possible to unlock the existing regional potential for structural and technological changes in Ukraine, as well as modernizing the economy on the innovative basis. It has been found that successful implementation of smart specialization is possible only with the effective cooperation of local authorities, business, scientific environment and civil society. It is noted that Kharkiv, Zaporizhia and Odesa Regions were chosen as pilot regions for implementation of smart specialization in Ukraine. Attention is focused on the fact that modern transformations, of which the economy of Kharkiv Region is a part, require a constructive dialogue between science, business, public and authorities. The result of such connection should be the joint conceptual vision of the development of priority sectors of the region, which will form the basis of the new Strategy for the regional development of Kharkiv region for the period from 2021 to 2027. One of the strategic objectives of the Strategy will be determined on the basis of smart specialization. It is noted that the introduction of approaches of the European methodology of smart specialization in the process of strategic planning of regional development in Ukraine will provide identification of priority spheres for investment at the regional level by identifying strengths and competitive advantages of each region in certain sectors of the economy and, thus, will increase the efficiency of using the own and attracted financial resources of the regions by focusing on the development of innovations in potentially promising economic activities.
