PUBLIC-PRIVATE PARTNERSHIP IN THE DEVELOPMENT OF SOCIAL INFRASTRUCTURE IN THE REGION
Abstract
The article explores the peculiarities of state regulation of tourism and recreational activity on the basis of the concept of sustainable development. The principles of state regulation, which are determined by the territorial origin of tourist and recreational services and responsibility for their quality and safety, are clarified, among them such as: principles of state regulation, as well as principles whose importance is determined by the territorial origin of tourist and recreational services and responsibility for their quality. and security; the principle of moving the consumer to a specific place (region, tourist destination, national park, etc.); the principle of meeting the diverse needs of tourists, which underlies the region’s offer of unique, diverse, original tourist services and products that meet international quality standards; the principle of territorial localization of tourist services within a specific region, destinations, tourist centers, etc.; the principle of comprehensiveness of services; the principle of resource security; the principle of greening tourism; the principle of improving the quality and safety of the provision of tourist services; the principle of accounting for the subjects of tourism activity for the purposes of state regulation of the tourist and recreational industry; the principle of raising tourists’ awareness of safety rules on tourist routes.
State regulation measures that embody the state tourism development policy in the country contain a wide range of legislative, organizational, financial, economic, information, infrastructure and staffing measures to achieve the priorities and goals set out in the strategic and management documents. At the same time, each of them provides solutions to specific specific aspects of tourism in the context of current and prospective tasks of public administration in the development of entrepreneurship, culture, sustainable development of rural areas, work with children and young people, sports, employment promotion, environmental protection, in the aggregate contribute to the achievement of Ukraine’s long-term interests in creating a modern innovation development economy. The analysis of activities indicates a purely departmental approach towards direct support or promotion of certain types of tourism that are often out of sync with one another.
