The choice of research method – focus-group interviews with students and teachers of local universities – is substantiated. It is emphasized that the vast majority of respondents give a negative assessment of the educational reforms implemented over the past 10-15 years. It is shown that the majority of respondents believe that the main reasons for the ineffectiveness of the reform of the educational sphere is the lack of concept and strategy of this process, the uncertainty of the mechanisms of implementation of various innovations in the activities of higher education institutions, and the lack of a clear understanding of the ultimate goal of educational reform and its resource provision.</p>}, journal={Visnyk of V.
