Трансформація нормативно-правового забезпечення державного регулювання міжрегіонального спів-робітництва в Україні

У статті розглядається фундаментальна наукова проблема інституційної та правової неефективності традиційних адміністративних механізмів державного регулювання просторового розвитку в умовах безпрецедентної геоекономічної та безпекової турбулентності. Головне дослідницьке питання полягає у визначенні того, якою мірою чинне нормативно-правове забезпечення здатне стимулювати горизонтальну економічну та управлінську інтеграцію між територіальними громадами різних макрорегіонів в умовах активної фази повоєнного відновлення та форсованої європейської інтеграції України.
Основна гіпотеза дослідження базується на обґрунтованому припущенні, що збереження ієрархічної, вертикально інтегрованої моделі публічного адміністрування та жорсткої бюджетної централізації на рівні макрорегіональних проєктів суттєво гальмує імплементацію інноваційного європейського підходу смарт-спеціалізації. Відтак, критично необхідним є нормативно закріплений перехід вітчизняної системи до парадигми нового публічного врядування (New Public Governance), де інституціоналізоване міжрегіональне співробітництво виступає найбільш гнучким інструментом вирівнювання просторової асиметрії розвитку та забезпечення довгострокової національної економічної стійкості.
