It is substantiated that state material reserves, as a strategic element of national security, not only stabilize the economy but also ensure the resilience of defense, energy, critical infrastructure, and humanitarian security sectors. Based on the analysis of the legal framework, practices of the State Agency for the Management of Reserves of Ukraine, and comparison with EU models, the key problems in managing state reserves are identified: institutional fragmentation, outdated planning mechanisms, insufficient integration with risk and crisis forecasting systems, limited financial support, and low digitalization of processes.</p> <p>It is demonstrated that the Ukrainian State Research Institute “Resurs” is a key scientific and analytical partner of the central executive authority responsible for forming and implementing state policy in the field of state reserves. UkrNDI “Resurs” is tasked with providing comprehensive scientific-methodological, expert-analytical, and technological support for state policy in managing state reserves. The Institute is being developed as a next-generation scientific and analytical center, combining research, forecasting, technological development, and scientific-expert support for state policy in the area of state reserves. Its uniqueness lies in the integration of fundamental science, applied research, and practical implementation through managerial, economic, legal, and technological instruments.</p> <p>The article reveals the political-economic nature of state material reserves as a tool of strategic state intervention in market processes, allowing compensation for supply-demand asymmetries under external threats. A conceptual model for improving public administration of state reserves is proposed, including: modernization of stock planning systems based on a risk-oriented approach; integration with European mechanisms such as RescEU and the European critical infrastructure; enhancement of transparency and digital monitoring of flows; and institutional reform of the material reserve management system to increase its adaptability and resilience. It is noted that the synergistic paradigm of public administration considers society as an open, nonlinear, self-organized system, in which the effectiveness of management is determined not only by administrative resources, but also by the ability to integrate the energy of self-organization, civic activity and innovative creativity.</p> <p>The content of the concept of "passionary potential" is analyzed as a set of spiritual, value, intellectual and organizational resources that determine the ability of society to act, overcome crisis states and mobilize national energy for the common good. It is determined that the management of this potential does not involve control, but coordination, facilitation and creation of conditions for the manifestation of social initiative.</p> <p>The synergistic approach allows overcoming the linear-bureaucratic logic of public administration, forming a network model of interaction between the state, civil society, business and international partners. The author's model of the "synergistic triad of passionary potential management" is proposed, which combines three system-forming components: strategic-coordination (state), energy-initiative (civil society) and resource-motivational (business and the international community).</p> <p>The feasibility of creating regional synergistic platforms that will accumulate volunteer, cultural, educational and social initiatives, integrating them into the public administration system through digital tools for monitoring and evaluating results. The aim is to synthesize global technological and market trends, translate them into governance-relevant insights, and propose Ukrainian pathways that accelerate sustainable development. Methodologically, the study combines a structured review of standards and industry evidence with comparative benchmarking of policy instruments, a demand-first mapping of priority public-sector use cases, and a feasibility–impact assessment that informs a 2025–2030 implementation roadmap.</p> <p>The analysis identifies five shifts reshaping the opportunity set for governments: rapid deployment of LEO constellations; standardization of non-terrestrial networks enabling direct-to-device services; maturation of AI-enabled EO analytics; modernization of secure and high-accuracy GNSS; and the rise of open data ecosystems and public–private partnerships. An analysis of scientific literature shows that the banking sector. Its effectiveness largely depends on the level of institutional development, the quality of corporate governance and the ability to adapt to digital transformations. It is proven that the banking sector is a system-forming element of the financial system, an important factor in sustainable development and plays a decisive role in ensuring economic growth, financial stability, effective redistribution of financial resources, and is also an important component of national security. It is substantiated that the digital transformation of banking significantly changes the traditional mechanisms of banking supervision, prudential regulation and interaction between state regulators and financial institutions. The regulatory and legal support for state regulation of the banking system of Ukraine is analyzed, taking into account the implementation of digital banking services, financial technologies (fintech), remote identification of customers, automated payment systems and digital service channels. The key role of the National Bank of Ukraine in the formation of an adaptive regulatory model aimed at ensuring financial stability, cybersecurity and protecting the rights of consumers of banking services is identified. The international experience of state regulation of banking activities in the context of digitalization and the possibility of its implementation in Ukraine are analyzed. According to the results of the study, key problems of state regulation of banking activities in the context of digital transformation are identified, in particular, the fragmentation of the legal field, the growth of cyber risks and the need to update banking supervision tools. Ways of transforming state regulation of banking institutions are proposed, taking into account European integration processes and the challenges of the digital economy. It emphasizes that the effectiveness of a team’s work depends on the level of trust within it, as well as the leader's ability to motivate and inspire productive work. The author's perspective on the concept of "leadership" is defined as a process in which a certain person (the leader) dominates in the group, guiding it towards achieving a common goal. Leadership is characterized as a complex phenomenon with a broad spectrum of aspects that make it relevant not only to public administration as a whole but also to its specific elements such as psychology and politics. The importance of considering psychological leadership qualities when competent individuals tackle the tasks set before the state is highlighted. In analyzing the prospects for the development of leadership in public administration, it is suggested that priority attention be given to the following measures: firstly, the increasing importance of digitalization in public administration; secondly, the establishment of bases for active citizen participation in the decision-making process and the formation of state policy; and thirdly, ensuring the possibility of integrating innovative approaches. The relevance of the study is determined by the need to find new mechanisms to improve the efficiency, transparency, and legitimacy of public administration in the context of the digital transformation of society. This issue is of particular importance for Ukraine, which is simultaneously modernizing its state institutions in the context of war and European integration processes.</p> <p>The aim of the study is to provide a theoretical and methodological justification for the role of blockchain technologies as an institutional tool for the transformation of public administration in the context of the emergence of Democracy 3.0 and to determine the prospects for their implementation in the Ukrainian public sector. The methodological basis of the study is a neo-institutional approach, which allows us to consider blockchain not only as a technology, but also as a new type of institutional organization that transforms the rules, norms, and mechanisms of interaction between the state and citizens.</p> <p>The main results of the study include the conceptualization of the phenomenon of Democracy 3.0 as a new paradigm of public administration based on the principles of decentralization, transparency, and continuous citizen participation. It has been proven that blockchain acts as the technological basis for institutional change through three mechanisms: decentralization of trust, automation of execution through smart contracts, and immutability of records.</p> <p>Key institutional transformations influenced by blockchain technologies have been identified: the transition from representative to participatory and “liquid democracy” (a hybrid model of political governance that combines elements of direct and representative democracy, allowing citizens to flexibly choose between personal voting and delegating their vote to trusted representatives with the possibility of revoking this delegation at any time), the replacement of centralized control with decentralized verification, and the transformation of the trust economy from institutional to cryptographic. It is argued that blockchain creates a new architecture of state power, where traditional hierarchical structures are complemented by network forms of organization and decentralized autonomous organizations.</p> <p>The Ukrainian context of digital transformation of public administration is analyzed, including the experience of creating the Ministry of Digital Transformation, implementing the Dія ecosystem, and developing blockchain registries. Specific challenges to the implementation of blockchain technologies in Ukraine have been identified: legal barriers, the digital divide, bureaucratic resistance, and the need to ensure cybersecurity in the context of hybrid warfare.</p> <p>The novelty of the research lies in the development of a conceptual model of blockchain-mediated institutional transformation of public administration, which integrates the theory of neo-institutionalism with the concept of democracy 3.0. The practical value of the results is determined by the possibility of using the proposed approaches to form public policy on the digitalization of the public sector in Ukraine. Based on an analysis of etymological and dictionary sources, the meanings of the concepts «public» and «mechanism» are clarified, allowing the public mechanism to be interpreted as an organized yet adaptive system of interaction between authorities and civil society, oriented toward achieving the public good. It is shown that a mechanical combination of these notions creates a risk of a conceptual oxymoron, as it merges structural order with the stochastic, emergent nature of the public sphere. To resolve this tension, the public mechanism is treated as a functional and goal-oriented instance for implementing the mechanism of public administration in specific policy domains.</p> <p>The approaches of Ukrainian and foreign scholars to understanding public mechanisms in the areas of regional policy, innovation, healthcare, the judicial system, ethnopolitical conflict management, and business–government interaction are systematized. On this basis, the author proposes a definition of the public mechanism as an integrative system combining subject, institutional, legal-regulatory, procedural-instrumental, information-communication, and coordination-feedback components. Their interaction is formalized through a public mechanism formula: PM = (S + I + L + P + IC + C) → R(pg), where the outcome is the public good – justice, security, well-being, sustainable development, and trust in government.</p> <p>The article presents a periodization of the evolution of public mechanisms in Ukraine from the 1990s to wartime conditions: from the emergence of basic democratic institutions to the development of digital and crisis-response participation mechanisms. Four stages are identified, linked to the institutionalization of local self-government, the impact of the Orange Revolution, the Revolution of Dignity, and full-scale aggression. A classification of public mechanisms is proposed according to the sphere of application, degree of citizen participation, source of initiative, and duration (permanent and temporary/crisis mechanisms). It is substantiated that public mechanisms serve as a key resource for implementing Sustainable Development Goals 16 «Peace, Justice and Strong Institutions» and 17 «Partnerships for the Goals», ensuring the legitimacy of managerial decisions, accountability, transparency, and the resilience of public authority. Drawing on official data from the IMF, the Ministry of Finance and the National Bank of Ukraine, the study analyses fifteen lending programmes with an average disbursement rate of 53.5%, which points to a systemic mismatch between the intensity of external conditionality and the absorptive capacity of the state apparatus. Two original indicators are proposed and tested: the access multiplier Mg, which captures the total volume of external financing unlocked by each dollar of IMF credit, and the exchange rate sensitivity coefficient Se, which measures the effect of currency depreciation on the debt-to-GDP ratio. Calculations show that in 2025 Mg reached 58.2, meaning that the Fund’s direct share of financial flows fell to 1.7%, yet its conditionality determined access to the remaining 98.3% of external resources. The coefficient Se = 0.835 implies that each percentage point of hryvnia depreciation increases the debt burden by 0.84 p.p., effectively depriving the NBU of exchange rate policy as a tool for supporting exports. Three types of institutional asymmetry in relations with IFIs are identified – informational-methodological (the Fund’s monopoly over DSA), negotiating (cross-conditionality of the EFF, Ukraine Facility and ERA) and institutional (314 measures in the Joint Reform Matrix with a quarterly workload of approximately 20 benchmarks) – which are mutually reinforcing and lock the state apparatus into a reactive mode of operation. The ERA mechanism (USD 37.9 billion) is analysed separately as a channel that converts the geopolitical risk of sanctions stability into a direct fiscal risk for Ukraine – a type of dependency not captured by standard debt risk management models. The relevance of the study is due to the urgent need to overcome bureaucratic formalism in science management and transition to a model focused on obtaining specific socially significant results. The axiological and theological principles of the modern paradigm of public governance are revealed, within which scientific knowledge is interpreted as a fundamental public good and a strategic resource of the state. The transformation of the role of the state from a strict controller to a strategic partner, providing an ethical framework and resource support for innovative research, is analyzed. It is proven that the project approach in this context acts as a basic technology that ensures the discreteness, manageability and effectiveness of the scientific process. Special attention is paid to risk management and resource allocation mechanisms, which allows adapting the rigid logic of management to the nonlinear nature of scientific creativity. A three-level integrative management model is proposed and detailed, combining the strategic-axiological, methodological-convergent and technological-operational levels. This model provides an effective decomposition of state strategic "missions" into specific scientific projects with clearly defined success indicators.</p> <p>The practical experience of the functioning of modern institutional instruments, such as DARPA (USA) and the Ukrainian DefenseTech cluster (Brave1), is analyzed, which confirms the viability of the proposed synthesis in conditions of crisis challenges and martial law. It is substantiated that the implementation of the synthesized model creates a synergistic effect for the state (due to the transparency of costs), the scientific community (due to the reduction of administrative pressure and clarity of criteria) and society as a whole. It determines that state regulation applies exclusively to the practical, external aspects of the functioning of religious organizations, while the spiritual component remains beyond the scope of governmental influence. Particular attention is paid to the legal foundations of such policy, including the provisions of the Constitution of Ukraine, the legislation on freedom of conscience, as well as legislative acts aimed at protecting national security under conditions of armed aggression. The article reveals the essence and key directions of the activities of Orthodox Churches (liturgical, organizational-administrative, educational, cultural, social, interfaith, and state interaction), and defines the boundaries and mechanisms of state regulation for each. It formulates the goals, objectives, and functions of state policy (regulatory, organizational, controlling, integrative, supportive, mediating, informational, and social), and outlines its subjects, objects, and principles (rule of law, inclusiveness, social responsibility, separation of church and state). It is concluded that the effectiveness of state policy regarding the activities of Orthodox Churches depends on the coherence of its goals, objectives, and functions with the principles of the rule of law, inclusiveness, and respect for human rights, which ensures a stable legal framework, reduces conflict potential, and enhances the quality of public administration in the religious sphere. The features of the modern conceptual foundations for shaping Ukraine’s state policy regarding the activities of Orthodox Churches have been identified. The evolution of national legislation is examined, from the earliest regulatory acts in the fields of informatization and access to information to the contemporary comprehensive legal regulation of electronic public services. It is substantiated that the development of the public service state model has a clearly defined stage-based character <br>(the infrastructural–informational stage, the institutional–procedural stage, and the stage of digital transformation) and is directly dependent on the advancement of information and communication technologies as well as on changes in the governance paradigm of interaction between the state and the citizen. It is established that, at the initial stage, the regulatory foundations of governmental openness were laid and the category of “information service” was legitimized, which contributed to the transformation of the state from a subject of authoritative control into a provider of basic information services. The role of legislation on electronic documents and electronic signatures in the formation of an “infrastructure of legal trust,” which ensured the legal possibility of remote interaction between the state and the individual, is characterized. The institutionalization of administrative services as the central form of implementing the service function of the state is examined. The main directions of sectoral adaptation of legislation to the service model in the registration, licensing, and social spheres are systematized. It is proven that the integration of legal norms into digital algorithms has made it possible to automate administrative procedures, minimize the subjectivity of officials, and reduce corruption risks. It is substantiated that the author’s periodization of the development of the legal foundations for the formation of the public service state model in Ukraine reflects the logic of transition from information provision to the proactive delivery of public services within a unified digital ecosystem. Attention is focused on the fact that the implementation of cloud solutions and blockchain technologies allows to radically reduce corruption risks and increase the transparency of interaction between the authorities and society.</p> <p>Particular attention is paid to the change in management styles - from rigidly hierarchical and reactive to flexible (Agile), people-centered and proactive. It is proven that the new paradigm of public administration involves adapting the state system to the needs of the individual, where the provision of services is initiated automatically based on the analysis of life situations. The issues of democratic rights and freedoms of the individual have become relevant.</p> <p>The purpose of the article is to conceptualize the linguistic security of Ukraine as a component of the national security of Ukraine.</p> <p>The focus is on the risks associated with the expansion of the national security sphere in the political space. They consist in the fact that political actors may define a certain (vitally unimportant) problem as an existential threat. Accordingly, giving such a problem the status of a threat can legitimize excessive intervention by authorities in a certain area. The key provisions of the document «Johannesburg Principles» are considered, which indicate the inexpediency of justifying (by the authorities) violations of fundamental democratic rights and freedoms of the individual by protecting national security.</p> <p>It is noted that language policy in the Ukrainian political and legal discourse occupies a significant place in the system of state priorities. It is stated that since 2014 the Russian Federation has been using the «language issue» in the war against Ukraine.</p> <p>Language security is one of the important components of the national security of Ukraine. Language security of Ukraine acts as a connecting link between the national security policy and the language policy of the state. Four key dimensions of resilience are defined: structural resilience through diversification and absence of single points of failure, functional resilience through redundancy of critical capabilities, adaptive capacity through learning and response mechanisms, recovery capability through plans and recovery resources. Specific threats to different levels of governance are identified: at the national level – undermining the legitimacy of central authorities through disinformation campaigns, cyberattacks on critical infrastructure, economic pressure through energy blackmail; at the regional level – destabilization through exacerbation of inter-regional contradictions, use of historical and cultural differences, support for separatist movements; at the local level – destruction of trust between authorities and communities, cyberattacks on service systems, physical destruction of infrastructure. Mechanisms for ensuring resilience are examined: structural diversification to avoid single points of failure, functional redundancy of critical capabilities, development of adaptive response mechanisms through early warning systems and scenario planning, creation of reserve resources for rapid recovery. The role of decentralization in enhancing resilience through the distribution of powers, resources, and risks between levels is revealed, while vulnerabilities of decentralization without adequate coordination mechanisms are identified. The importance of vertical and horizontal coordination for coherence of actions and mutual assistance is analyzed. International experience of Estonia, Finland, Sweden, and the Baltic countries in ensuring resilience under hybrid threats is studied. Based on Ukrainian experience of resisting Russian aggression, both critical vulnerabilities and significant adaptive capacity of the system are identified. It is noted that the theoretical basis for the development of methods for assessing the success of social reforms should be based on a special theory of reforms, substantiated within the neoclassical synthesis. It shows which factors have a positive impact on the results of reforms, and which are negative, for example, corruption. <br>The criteria for the success of social reforms have been established, among which the main ones are singled out - effectiveness and efficiency. The indicators necessary for quantitative evaluation of the success of social reforms, in particular performance indicators and performance indicators, have been determined. It is noted that for the period until 2027, one of the most important will be the indicators of the Ukraine Facility Plan, used by the European Commission to assess the effectiveness of social reforms in Ukraine within the framework of its financial support program. The strengths and weaknesses of various methods for assessing the success of social reforms have been identified. It has been determined that the most widely used are methods of expert assessments, as well as sociological methods, although they have a subjective character. The results of their application by such domestic analytical centers as the International Center for Policy Studies, the Razumkov Center and the Ilko Kucheriv Democratic Initiatives Foundation are analyzed. It is shown that specialists of the Ukrainian analytical platform "Vox Ukraine," as well as specialists from the EU (the European Commission, the European Foundation for Quality Management, the European Institute of Public Administration, etc.) prefer the index method and methods that are widely used in strategic management. The study proves that innovative strategies for interaction between state authorities and civil society institutions in supporting victims of CSRV are a relevant response to modern hybrid threats. A comprehensive analysis of the rehabilitation system was carried out, based on a trauma-informed approach and modern methods of psychological reintegration. Special attention was paid to the programs of international and Ukrainian organizations, in particular: holistic assistance to victims, the short-term program “Paths to Healing. First Steps”, which includes modified support groups “Hope”. The specifics of implementing tools to combat violence in martial law are summarized. The relevance of the study stems from the increase in socially disadvantaged population groups during the military aggression of the Russian Federation, the need to provide social guarantees, the expansion of the range of social services, the transfer of a significant number of powers in the field of social protection to the local level, and the reduction in the share of the state budget allocated to guaranteeing the social rights of citizens.</p> <p>The author has conducted an analysis of the regulatory and legal framework using comparative legal methods and the practice of implementing social policy at the level of the territorial community, using the example of the executive bodies of the Kharkiv City Council. Specific institutional, financial and organisational instruments for implementing social policy in the community have been examined.</p> <p>Based on an analysis of the implementation of the 2021–2025 Programme for supporting safe living conditions in the field of social protection in Kharkiv, the article proposes directions for developing the social protection system at the municipal level. The study substantiates the introduction of a unified digital platform for social service users that integrates a beneficiary register, a digital case archive, performance statistics, and tools for monitoring service users’ satisfaction. The need to adapt digital tools to the actual needs of users (creation of electronic services, use of mobile applications) has been identified. Practical experience has shown that the participation of non-governmental organisations in the implementation of social policy at the municipal level (grant competitions and public contracts) needs to be formalised. The need to develop a targeted programme for the further training of social protection system staff has been established.</p> <p>Directions for further research on ensuring social protection at the territorial community level have been proposed. The study is based on the analysis of the draft Resolution of the Cabinet of Ministers of Ukraine "On the Implementation of the Experimental Project for Improving the System of Psychological Recovery of Military Personnel", which envisages a two-year experiment involving the procurement of psychological recovery services from providers of various forms of ownership funded by the state budget. Eight key stakeholder groups of the experiment have been identified and classified using an extended model that supplements the classical triad of attributes (power, legitimacy, urgency) with a fourth dimension — vulnerability, which is critical for accurately reflecting the position of the military service member as a stakeholder with minimal power but extreme dependence on the system. Five key lines of conflict of interest between stakeholders have been analysed and their alignment points identified. A four-level model (strategic, operational, service, and beneficiary levels) has been constructed, revealing structural gaps: the nominal participation of the Ministry of Health, the absence of success evaluation criteria, the lack of formalised feedback from beneficiaries, and the absence of mechanisms to protect multidisciplinary teams from burnout. Based on a modelled scenario of the first months of implementation, it has been demonstrated that the main threat to success is not a lack of resources but the structural misalignment of time horizons, administrative procedures, and institutional constraints between different levels of the system. Each participant acts rationally within their own constraints, yet the aggregate outcome proves systemically suboptimal. The stakeholder perspective enables the identification of hidden tensions and latent deficits invisible through conventional legal-technical analysis. The findings are directly integrated into the ongoing efforts of the Ministry of Defence of Ukraine to develop the organisational model for the experiment, in which the authors are directly involved. The article aims to analyze the existing mechanisms and processes of digital transformation of public administration in Ukraine and the countries of the European Union in order to determine promising strategic directions of digitalization in Ukraine in the context of the development of the digital economy and European integration. To achieve the goal, the authors solved several tasks: modern government strategies were identified, which are the foundation for further strengthening of the digital economy and digital transformations in public administration for 2020-2025 in Ukraine; the number of approved regulatory legal acts in the direction of informatization, e-government in Ukraine was systematized; international indices for assessing the processes of digitalization and the impact of digital technologies on the sphere of public administration and economic development of countries were analyzed; European Union countries that have open government data portals were analyzed; the structure of implemented projects in the areas of digital transformations implemented by governments of EU countries was determined (electronic services, innovative technologies, trust and cybersecurity, open data); an analysis of digital transformations of public administration at the regional level of Ukraine was conducted. A comprehensive study of the mechanisms and processes of digital transformation of public administration in Ukraine and the countries of the European Union made it possible to draw conclusions about promising strategic directions of digitalization in Ukraine in the context of the development of the digital economy and European integration. Thus, for Ukraine, the strategic tasks of digital transformations remain the formation of a secure digital infrastructure and further digitalization of public services. The emphasis is on the legal nature of the <em>good administration</em> concept, its entrenchment in European normative acts, and its gradual incorporation into Ukrainian legislation. It is established that the right to good administration is enshrined in Article 41 of the Charter of Fundamental Rights of the European Union Title from screen., which guarantees everyone an impartial, fair and timely consideration of their cases by EU bodies. Recommendation CM/Rec(2007)7 of the Committee of Ministers of the Council of Europe sets out a catalogue of basic principles of good administration (legality, equality, impartiality, proportionality, legal certainty, timeliness, participation, respect for private life, transparency, etc.) for member states. The adoption of the Law of Ukraine “On Administrative Procedure” No. 2073-IX of 17.02.2022 was a key step towards aligning national administrative law with European standards: this Law introduced uniform procedures and subjected public administration to the principles of legal certainty, proportionality, impartiality, equality and the protection of legitimate expectations. The study concludes that implementing <em>good administration</em> standards strengthens the institutional capacity of public authorities, reduces corruption risks, increases trust in public governance and ensures effective protection of citizens’ rights, while bringing Ukrainian practices closer to the EU acquis. The article aims to analyze modern projects in the field of digital transformation of public administration in EU countries and their sources of funding. It is proven that Europe is a key region in the formation of appropriate effective information support for public administration, as evidenced by the number of projects (initiatives) implemented by the governments of the EU countries in 2023-2024. The priorities of digital transformations in the EU countries are summarized (development of digital skills and competencies of the population, safe and productive sustainable digital infrastructures, digital transformation of business, digitalization of public services, digital transformation of public administrations and public services; interoperability and data; trust and cybersecurity; innovative use of technologies), which are aimed at strengthening digital skills, deploying secure infrastructure, improving digital public services, and encouraging research and innovation. It is proven that mostly all EU budget programs contribute to the digital transition, in particular, supporting the digitalization of public services. The programs and instruments for financing the digital transformation of public administration in the EU countries have been identified (Digital Europe Program, Horizon Europe Program, Interreg, Interregional Innovation Investment Instrument, Technical Support Instrument, European Union Mechanism). Based on the analysis of the structure of EU budget programs, it has been proven that the largest budget programs concern the digitalization of public services (public ICT solutions, electronic services and applications, digitalization of healthcare) and business (small and medium-sized enterprises). It has been proven that a transformational change in the investment base is necessary to achieve the EU’s digital goals. It is determined that the contemporary architecture of the global economy is undergoing a fundamental transformation, shifting from the state of «Great Moderation» to functioning within a BANI world (Brittle, Anxious, Non-linear, Incomprehensible), where economic interdependence no longer guarantees security but becomes an instrument of hybrid influence. Based on the semantic analysis method, the concept of international economic cooperation is deconstructed, and an authorial periodization is proposed, comprising three stages: instrumental-commercial, crisis-adaptive, and the modern value-security stage. It is proven that the key characteristic of the current stage is the rapid «securitization» of economic relations, where priorities of national security and political loyalty of partners prevail over criteria of economic efficiency. The article critically analyzes the evolution of management paradigms. It is substantiated that the classical model of New Public Management, focused on market deregulation and service delivery, has demonstrated its institutional incapacity in the context of wartime and the disruption of global supply chains. The necessity of transitioning the domestic public administration system to the New Public Governance paradigm is argued. It is proven that the network approach, based on the concept of «co-creation» and the formation of shared Public Value, allows the state to effectively perform the role of a strategic coordinator of complex interaction networks between the government, business, and international donors. Significant attention is paid to the analysis of the latest tools of economic diplomacy, particularly the phenomena of «friend-shoring» and «economic statecraft». It is established that Ukraine’s integration into the European Union Single Market is a form of near-shoring, which requires not only legislative approximation but also deep structural adaptation. <br>The main scientific result of the study is the development and substantiation of the author's conceptual governance model «3S» (Security, Sustainability, Synergy). The model is based on a three-level architecture: the Security level serves as the foundation and implies critical infrastructure protection and foreign investment screening; the Sustainability level ensures regulatory interoperability with European ESG (Environmental, Social, and Governance) standards; the Synergy level offers tools for digital interaction through platform solutions. The literature review systematizes scientific research on the functioning of participatory democracy during armed conflicts in different countries of the world, in particular in Bosnia and Herzegovina, Colombia, Syria, and El Salvador. Theoretical approaches to crisis management with citizen participation and empirical studies of the impact of military experience on civic activity are considered.</p> <p>The research methodology is based on comparative analysis, a systemic approach and a case-study method to study specific practices of participatory budgeting, public consultations and volunteer activities in wartime. The methods of content analysis of documents of international organizations and secondary analysis of sociological research were applied.</p> <p>The main results of the study demonstrate that martial law does not exclude the possibility of preserving mechanisms of participatory democracy, but on the contrary, stimulates the development of new forms of civic activity. The experience of the Ukrainian model of adapting participatory practices is analyzed, in particular, the transformation of public budgets, the creation of online platforms for consultations, and large-scale volunteer mobilization. Specific characteristics of the Ukrainian model are identified that distinguish it from post-conflict contexts in other countries due to the simultaneous conduct of active hostilities and the preservation of democratic procedures.</p> <p>The study shows the critical role of digital technologies in ensuring citizen participation in conditions of limited mobility and security risks. It is established that Ukrainian practice demonstrates the phenomenon of increased civic activism in conditions of existential threat, which contrasts with the hypothesis of the inevitable curtailment of democratic processes during war. The role of international organizations in supporting participatory practices and their contribution to building the institutional capacity of Ukrainian municipalities is analyzed.</p> <p>The conclusions emphasize the uniqueness of the Ukrainian case as an example of a “resilient democracy” capable of preserving and developing mechanisms of public participation even in conditions of full-scale aggression.
