Drawing on a critical review of contemporary literature, international reports, and a comparative analysis of national strategies, the author reconstructs the evolution of state digitalisation through three sequential stages: ‘digital replica’ 1.0, ‘networked interactivity’ 2.0, and ‘ecosystem complexity’ 3.0. The methodology combines an evolutionary-systems approach, complex adaptive systems theory, critical discourse analysis, and a case study of Estonia’s <br>X-Road platform, enabling the identification of latent paradoxes related to algorithmic objectivity, digital exclusion, and controlled transparency. It is demonstrated that each stage of digital governance simultaneously introduces new managerial opportunities while deepening structural inequalities: algorithmic efficiency may undermine democratic accountability, and integrated platforms create systemic vulnerabilities with cascading effects. The insufficient integration of technological, institutional, and social factors limits the multiplicative potential of digitalisation for the SDGs, resulting in fragmented pilot initiatives and selective access to public services. Geopolitical factors and the weakening of multilateral institutions exacerbate the risk of covert sabotage of environmental and social commitments, often disguised by technocratic modernisation rhetoric. The originality of this work lies in the proposed nine-dimensional conceptual matrix that systematically describes transformations in ontological foundations, power structures, citizenship models, and causality logics across different digital governance modes. <br>The practical relevance is reflected in recommendations for implementing algorithmic auditing, enhancing digital inclusivity, and rethinking international coordination mechanisms amidst technological competition. The main idea of the article is that effective digital transformation of jurisdictions requires the creation of new management models that integrate technological innovations with adaptive mechanisms of state control. The research is based on an institutional approach combined with neo-institutional theory and the concept of network governance, utilizing comparative analysis of the experience of the USA, EU, Japan, Switzerland, and other countries in the field of adaptive regulation of digital technologies. The authors identified three key foundations of transformation: changing the nature of information as a power resource, deterritorialization of power through the creation of transnational digital spaces, and the emergence of alternative sources of legitimacy. Platformization of social relations, algorithmization of decision-making processes, and blockchain technologies have created parallel governance systems that function outside traditional state hierarchy. The study systematizes global experience in creating adaptive mechanisms of state control through four groups of instruments: experimental regulatory regimes (fintech sandboxes), risk-based framework acts, algorithmic assessment procedures, and continuous regulatory monitoring. Three main models of adaptive regulation were identified: American decentralized, European centralized, and Japanese cooperative. Five directions for forming new management models are proposed: hybrid institutional structures, network forms of coordination, adaptive regulatory mechanisms, digital democracy, and international coordination. A practical example of integrating technological innovations with adaptive mechanisms of state control is the experience of the Ukrainian Bitbon System, which demonstrates the possibilities of tokenization, meta-contracts, and decentralized coordination for overcoming jurisdictional blurring problems. The main conclusions emphasize the need to transition from a monocentric to a polycentric governance system with multiple actors and sources of power. The problem statement is conditioned by the need to increase the transparency, inclusiveness, and legitimacy of constitutional reforms by involving citizens in their development, discussion, and adoption. It has been demonstrated that participatory democracy, which includes public consultations, electronic petitions, citizens' assemblies, and digital platforms, has significant potential to strengthen trust in the constitutional process, but faces limitations such as low civic engagement, insufficient institutional support, uneven access to participation across regions, and the influence of disinformation.</p> <p>The article aims to identify mechanisms for using participatory democracy to ensure the publicity of the constitutional process, strengthen its legitimacy, and counter hybrid threats. The study reveals the potential of digital tools such as the Diya platform, public hearings, and citizens' assemblies, but highlights the challenges associated with the lack of a legal framework, low civic education, and security risks.</p> <p>A set of measures to improve policy is proposed, including the creation of coordination mechanisms, the development of digital platforms, the strengthening of civic education, and the adaptation of international experience. Special attention is paid to the role of local self-government bodies in ensuring national resilience at the basic level, considered through the prism of European countries’ experience. Best practices for integrating local structures into risk management systems, emergency response, adaptation, and post-crisis recovery are analyzed on the examples of countries such as Israel, Sweden, Estonia, Finland, Canada, and the Netherlands.</p> <p>The study demonstrates that an effective national resilience system requires a clear legal framework, institutional flexibility, digitalization of processes, interagency coordination, and the active involvement of civil society. Emphasis is placed on the need to develop an integrated resilience model that includes regional crisis centers, national digital monitoring platforms, public-private partnership mechanisms, and strategic training programs for civil servants in crisis management.</p> <p>Based on the analysis of international experience, it is established that involving local self-government bodies in the resilience system enhances the adaptability of the state and increases public trust in institutions. In particular, it is proposed to implement a territorial defense model at the local level (Israel), integrate digital crisis coordination systems (Estonia), develop a comprehensive national resilience program (Sweden), introduce crisis management certification (Finland), and establish a national risk scenario bank (Canada).</p> <p>The Ukrainian context is also described — legal acts such as Presidential Decree No. 479/2021 and Cabinet of Ministers Order No. 1025-r outline the strategic framework for shaping national resilience policy. The need for further detailing of implementation mechanisms, including at the local level, is emphasized to build a holistic, effective, and dynamic resilience management model.</p> <p>In conclusion, national resilience is seen not only as the ability to prevent threats but also as the capacity to maintain functionality under uncertainty, adapt, and recover quickly. In the context of modern challenges facing Ukraine, the development of such a policy becomes the key to effective public administration, preserving social unity and national security.</p> <p>It is determined that social resilience is one of the cornerstones of public resilience. It analyzes the theoretical foundations for integrating intelligent technologies into the public sector through the lens of digital governance concepts, the algorithmization of administrative processes, and institutional adaptation. The main directions of AI application in public administration are highlighted, including automation of administrative functions, big data analytics, risk forecasting, digital citizen services, and decision support in crisis situations.</p> <p>Special attention is paid to the Ukrainian context of AI implementation, particularly within the framework of national digital transformation strategies (e.g., “Diia.Digital State”). Promising sectors for AI integration are identified: administrative service provision, taxation, healthcare, environmental monitoring, and urban governance. The key conditions for successful AI integration are outlined, including legal and regulatory frameworks, open data infrastructure, development of digital competencies among civil servants, and cross-sectoral partnerships.</p> <p>At the same time, the article highlights major risks and challenges: legal uncertainty, algorithmic bias and discrimination, cybersecurity threats, insufficient digital skills, and ethical dilemmas of delegating decisions to machines. The emphasis is on the need to modernize the national economy by activating innovation processes in industry. It is substantiated that state policy should act not only as a regulator, but also as an active stimulator of innovative activity capable of providing sustainable competitive advantages. The content of the concept of "innovative activity" in the context of the competitiveness of enterprises is clarified, a classification of its types and methods of influence of state policy is developed. Factors that form the innovative culture of enterprises are identified: the culture of working conditions, professional motivation of personnel, economic support for development and management innovation policy. The author's classification of state policy methods is proposed according to the characteristics of personnel management, the duration of the management cycle and decision-making methods. The principles of effective influence of state policy on the innovative development of enterprises are determined: strategic focus, systematicity, continuity, flexibility, environmental safety, personnel stimulation and intellectual security. The necessity of preventing the stage of degradation of innovative activity is substantiated, which can be achieved through proactive management influence. It is determined that despite the active development of the digital initiatives in cities, the legal regulation remains fragmented and lacks a unified normative/regulatory act that comprehensively covers all the elements of “the smart city”. The purpose of the research is to analyze the current legal/regulatory basis that may potentially be applied to the implementation of various components of the Smart City concept. The key Ukrainian laws and strategies related to the local self-government, the electronic communications, the administrative services, the public-private partnerships, the digital economics and the innovation practice are considered. The analysis reveals that although there are the sufficient legal instruments that are available to the municipal authorities to implement the Smart City initiatives, a systematic inconsistency persists between the strategic intentions and the actual normative support for digital transformation at the local level.</p> <p>The several critical legal gaps in the Smart City implementation are identified, including the absence of a legal definition for the term “smart city”, the limited powers/authorities of the local self-government in this field, the fragmentation of strategic documents, a lack of a national implementation framework and the absence of a centralized approach for The Smart City implementation on the national level, the absence of the agency or authority which is responsible for coordinating the Smart City initiatives, the absence of the regulation of cybersecurity issues at the municipal level in the Law of Ukraine “On Local Self-Government”, the outdated nature of the Law “On Public-Private Partnerships” in the context of digital projects.</p> <p>A step-by-step strategy for improving of the legal regulation for the Smart City development, including the methodological support, the normative and institutional adjustments and systematic legislative reforms, is proposed. The emphasis on the need for a phased approach, the adoption of ISO 37100-series standards, the legislative adaptation to the digital initiatives and the establishment of a specialized coordination agency, is placed. A society is considered to be climate-safe if it has the following characteristics: a high level of securitization of climate change at the state policy level; significant financial and organizational support for decarbonization processes from the state (including large investments in low-carbon development and strict climate regulation); a high level of public awareness of the need to combat climate change; as well as the presence of significant natural resources that contribute to maintaining protection from climate threats. The author identifies the main problems of climate security in Ukraine and proposes to introduce a regulatory and organizational mechanism for ensuring climate security in the national security system of Ukraine, which consists of the following elements. The central element of this mechanism is the formation and implementation of the National Climate Strategy. Its development should be based on internationally recognized documents — in particular, the Paris Climate Agreement, the European Green Deal, the UN Sustainable Development Goals — as well as on the best adaptation practices tested in EU countries. An equally important element of the regulatory and organizational mechanism is a clear definition of the goals and objectives of the state climate policy, which would take into account the cross-sectoral and regional context. The key to implementing climate policy is to determine the circle of entities participating in the formation and implementation of decisions. An important component is the creation of an effective mechanism for monitoring the implementation of climate measures. Such monitoring should be based on open data sources, meet international verification standards, be regular and provide not only public information, but also the possibility of analytical assessment and correction of decisions. A separate place in the mechanism is occupied by the identification and management of climate risks. The article analyzes the transformation of civil society organizations (CSOs) from peripheral actors into full-fledged agents of change within the ITA system. Conceptual models of CSO participation are systematized, including hierarchical, networked, hybrid, and adaptive models. Theoretical foundations for state-civil society interaction are justified through the lens of governance theories, collaborative management, public service co-production, and social capital. A comparative analysis is conducted on European, Anglo-Saxon, Scandinavian, and Eastern European models of CSO involvement in ITA. The author proposes an original theoretical model of CSO participation in Ukraine’s ITA system based on principles of network governance, adaptive systems, and multilevel coordination. It analyzes the conceptual and categorical framework that defines the cultural and linguistic environment as a component of the socio-cultural system, which serves as the foundation for communicative interaction, individual socialization, and the reproduction of cultural norms and values within society. The study examines the influence of the cultural and linguistic environment on socio-cultural transformations in Ukraine amid globalization challenges and European integration. Key theoretical approaches and contributions of prominent scholars–such as E. Tylor, P. Bourdieu, and J. Habermas–are considered, highlighting the multidimensional nature of culture and the role of language in shaping social identity and communication.</p> <p>The research establishes that the cultural and linguistic environment reflects societal processes and actively contributes to the formation of new models of civic identity, political culture, educational systems, and media practices. A multi-level structure of the cultural and linguistic environment is proposed, encompassing individual, group, and institutional levels. The institutional level captures the influence of governmental, educational, cultural, and media institutions, which shape policies aimed at preserving and developing linguistic and cultural diversity. The group level reflects the interactions of social communities, ethnic and linguistic groups, where intercultural dialogue occurs and collective identity is constructed. At the individual level, the cultural and linguistic environment shapes processes of self-identification, worldview formation, and linguistic identity.</p> <p>The article substantiates mechanisms of public influence on socio-cultural transformations, with a central role played by language policy, educational programs, media spaces, and legal regulation of cultural activity. These mechanisms help preserve cultural uniqueness while promoting adaptation to new societal challenges and integration into the European socio-cultural space. Each of these potential community members and their characteristics are discussed.</p> <p>An integrated approach to community safety has been identified as consisting of three main areas: defining community boundaries; fostering a sense of community; and meeting community needs. Defining community boundaries involves defining geographic and social boundaries; this is achieved by conducting a hazard analysis and engaging the community to identify all community members. Fostering a sense of community involves conducting an opportunity/needs assessment and ongoing community engagement to identify community members’ concerns and needs. Meeting community needs involves master planning to incorporate safety issues into all community development activities, as well as continuing community education and engagement.</p> <p>An integrated approach to community safety has been shown to be an effective approach for existing infrastructure and communication segments, as well as for new projects that a community may be considering. This necessitates a prompt review of conventional management strategies.</p> <p> The primary threats are analyzed as follows: the physical destruction of healthcare facilities, the reduction of human resources, and changes in the population's needs. The article considers management decisions that could increase the system's sustainability, such as optimizing logistics, staffing, and infrastructure restoration, as well as developing rehabilitation and psychiatric care. The importance of digital transformation and expanding cooperation with international partners is emphasized.</p> <p>The following text is intended to provide a comprehensive overview of the subject. The formulation of scientifically based management recommendations constitutes a key element of the proposed strategy, with the introduction of a multi-level crisis response system being a central component.</p> <p> It is imperative to enhance the autonomy of medical institutions and facilitate the development of short-term educational programmes. These programmes are designed to train staff and establish reserves of medical resources in border and reoccupied regions. The study emphasises the importance of developing a psychosocial support system, especially for vulnerable groups, veterans and military personnel.</p> <p>The study identified key governance gaps that have been exacerbated by the war, as well as examples of successful adaptation. The study also highlighted examples of successful adaptation that demonstrate the potential for transitioning to a sustainable, flexible and digitally-oriented healthcare model. This paves the way for the modernisation of the healthcare system in the context of prolonged instability and further post-war reconstruction.</p> <p>The conclusions drawn from this study offer a practical value for strategic management, providing a foundation for decisions that enhance the efficiency, sustainability, and adaptability of the healthcare system. These challenges pose a multi-level threat to environmental security, the state’s informational resilience, and public trust in government institutions. A representative example is the destruction of the Kakhovka Hydroelectric Power Plant, which was accompanied by a coordinated information attack aimed at discrediting Ukraine.</p> <p>The aim of this article is to identify key challenges for the state information policy in the field of environmental security during hybrid warfare and to formulate strategic guidelines for its improvement. The theoretical foundation of the study is based on an interdisciplinary methodology incorporating systemic, security-oriented, and informational approaches. The concept of information policy in public administration is analyzed, along with its role in ensuring environmental security as an integral component of national security. The main goal of combating gender-based violence during armed conflicts is to restore violated individual rights, namely, ensuring the right to respectful, decent, dignified and humane treatment. Gender and sexual violence in families and communities of Ukraine, as an element of mixed threats, is one of the most serious forms of human rights violations. Public administration tools and mechanisms for combating violence are diverse. Our research has shown that new strategies and tools for interaction between authorities and the public on issues of preventing gender-based violence are effective in combating hybrid threats. However, this potential remains largely unrealized to this day.</p> <p>The article examines practical aspects and problems of combating violence in families and communities in wartime conditions in Ukraine using the example of the Transcarpathian and Kharkiv regions. Emphasis is placed on the need to develop new approaches to the implementation of land policy that take into account the conditions of martial law, the needs of decentralization, and Ukraine’s course toward European integration.</p> <p>The article analyzes recent studies and publications by domestic researchers. It highlights European experience in organizing land relations, particularly the functioning of national land banks, digital cadasters, and systems that encourage efficient land use. The paper proposes directions for adapting the best international practices to Ukrainian realities. Strategic priorities of state policy in the field of land use are defined, aimed at achieving sustainable socio-economic development, improving the population's living standards, and ensuring the realization of citizens’ constitutional rights to land.</p> <p>Special attention is given to the specifics of land policy as an integral component of national security and the economic development of the state. During the full-scale war, Ukraine has encountered new challenges requiring rapid response and adaptation of current legislation to wartime conditions. Ensuring effective management of land resources is one of the key tasks of the state on the path to territorial recovery, support of the agricultural sector, and protection of landowners' and land users' rights. It is determined that implementing digital technologies is a key direction of state policy aimed at creating conditions for the development of an information society, integrating modern technologies into public administration, and ensuring the competitiveness of regions. Considering the decentralization of power, conditions are being created to align regional development policies with key areas of digital transformation, including the digitalization of regional governance, the development of the digital economy, the implementation of innovative technologies, process automation, the expansion of e-government, and the formation of e-democracy tools, among others.</p> <p>The study found that the primary tool for ensuring digital transformation at the regional level is regional informatization programs developed by the standard project for such programs approved by the Ministry of Digital Transformation of Ukraine. As of January 1, 2025, 16 regions of Ukraine have adopted these programs, which cover the implementation of e-government, digital infrastructure, cybersecurity, digital literacy, and more. Disparities in financing and levels of digital maturity among regions have been identified, requiring improved coordination mechanisms and ensuring the balanced development of digital infrastructure at the regional level.</p> <p>The study's results emphasize the need to synchronize regional programs with national priorities, integrate European digitalization standards, and implement a monitoring system to assess program effectiveness. These aspects are crucial for the harmonious development of a digital state, ensuring equal access to modern technologies and improving the efficiency of public administration.</p>2025-06-04T00:00:00+00:00Copyright (c) 2025 State Formationhttps://periodicals.karazin.ua/db/article/view/27215Conceptual approaches to interpreting community reconstruction resources2025-10-06T09:50:11+00:00Natalia Lypovskalna85775@gmail.comOleksandr Martinovlna85775@gmail.comAndriy Pryjmachovlna85775@gmail.com<p>The article analyzes conceptual approaches to the interpretation of tangible and intangible resources for community recovery.</p> <p>It is substantiated that tangible resources are physical or financial assets necessary for rebuilding infrastructure and meeting the basic needs of the community, including: financial resources (state and local funding, grants and assistance from international organizations (EU, World Bank, etc.), funds from donors, charitable foundations and public initiatives, private investments); infrastructure (reconstruction of roads, bridges, schools, hospitals, water and electricity supply, temporary or permanent housing for displaced persons, restoration of enterprises, communal facilities, public spaces); machinery and equipment (construction machinery, medical equipment, educational and information technologies); human resources (as a material aspect) - construction workers, architects, engineers, medical, pedagogical and social personnel.</p> <p>It has been established that intangible resources are those factors that do not have a physical form, but are critically important for the sustainable recovery of a community, including: social capital (trust between residents, active civic participation, the presence of local initiatives, self-organized communities, passionate individuals, and opinion leaders); institutional capacity (competence of local government bodies, effectiveness of decision-making and strategic planning; education and knowledge (retraining programs, training, access to information, digital literacy); culture and identity (restoration of cultural sites, traditions, public memory, strengthening of a sense of belonging to the community); psychological support (rehabilitation of people who survived the war, formation of resilience and trust in the future).</p> <p>It is determined that the restoration of communities is a multidimensional process that requires a combination of physical reconstruction, social cohesion and economic rehabilitation. The purpose of the article is to determine the priorities for the development of Ukraine's agricultural policy and advisory system for the implementation of sustainable development plans and European integration tasks. The main challenges for the development of Ukraine's agricultural sector in wartime and the priorities of the government are identified in accordance with the Post-War Recovery Plan of Ukraine, the Framework Program for Cooperation between Ukraine and the United Nations (UN) for 2023-2027, and the Strategy for the Development of Agriculture and Rural Areas in Ukraine for the period up to 2030. Based on the analysis of the sectoral specialization of the agricultural sector of Ukraine, production volumes and currency transactions for the export of agro-industrial products, it is proven that the agricultural sector of Ukraine has shown resilience in the conditions of a full-scale war, ensuring the country's food security, stably supplying agricultural products to external food markets and occupying a leading position in the export structure. The directions and volumes of government aid to the agricultural sector of Ukraine in 2022-2025 were studied. It was proven that the goals set in national strategic-level documents meet European requirements, the overall progress in the implementation of the Association Agreement between Ukraine and the EU and the harmonization of the regulatory framework is 81%. The regulatory and legal support for the agricultural sector of Ukraine, adopted in 2024 with the aim of approximating national legislation to EU law by Ukraine within the framework of the implementation of the Association Agreement, was summarized. The importance of the agricultural advisory system was proven, the subjects of providing socially-oriented advisory services at the expense of budget funds were identified, the results of the implementation of measures to implement the Association Agreement between Ukraine and the EU, which relate to advisory services, were identified. Based on a critical analysis of the current legal framework and domestic and international scientific publications, the authors identify significant shortcomings of the official Methodology No. 167 adopted by the Ministry of Environment Protection and Natural Resources of Ukraine. These include insufficient consideration of different types of soil degradation, weak scientific justification for key coefficients, and the lack of a comprehensive cost-based approach.</p> <p>The article proposes an integrated assessment model based on six degradation categories-mechanical, physical, chemical, physicochemical, biological, and loss of ecosystem services-where damage is calculated through the estimated costs required to restore soil functionality. The authors emphasize the need to include costs related to research, monitoring, sampling, and remote sensing in the overall damage assessment. The author determines that the key threats to institutional stability are the weakening of community autonomy, uneven resource provision, and inconsistency of strategic development goals with the financial capabilities of local budgets.</p> <p>Particular attention is paid to the imperatives of public policy in the field of local finance management. Based on the analysis of approaches to the essence of public-legal regulation of relations in the sphere of social protection, its author's definition is proposed, the specifics of such regulation and its properties are clarified. Attention is focused on the need to transition from the model of emergency cash assistance to a human-centred approach. The fundamental principles that determine the nature and boundaries of public-legal regulation of relations in the field of social protection (legality, ensuring public interest in the social sphere, social responsibility of the state) are analyzed in detail. The use of the existing tourist and recreational, natural and cultural-historical potential will allow the transformation of depressed territories, turning them into financially prosperous and culturally and economically developed territories. The division of powers between state and municipal authorities of different levels were also analyzed.</p> <p>The administrative and territorial structure of European countries that are closest to Ukraine geographically, historically and mentally were studied and the division of competences between municipal and state authorities in France, Poland and the Czech Republic in the context of their administrative and territorial reforms, and decentralization reform were analyzed. The legal framework of these countries regarding the division of competences while implementing the decentralization reform was also analyzed. The article identifies the specific features of approaches to management, financing, contract forms and distribution of responsibilities in different countries. It is summarized that most models are based on the principle of separation of clinical and administrative functions, transfer of operational management to a private partner, while maintaining strategic control by the state. The author demonstrates how the introduction of a system of contractual obligations, performance audit and public monitoring has contributed to the achievement of high quality standards and economic sustainability.</p> <p>The key legal acts of the European Union and international regulatory sources that form the legal framework for PPPs are highlighted. The provisions of Directive 2014/23/EU on concession contracts, UNCITRAL recommendations and other universal acts that define the principles of transparency, accountability, managerial efficiency and prevention of conflicts of interest are analyzed. The author emphasizes the role of institutional stability of legal regulation in ensuring investor confidence and creating a predictable regulatory environment. The author substantiates the expediency of implementing the European experience into the Ukrainian legal space, taking into account national realities. For Ukraine, this problem is of particular relevance due to the protracted demographic crisis, intensive labor migration, chronic underfunding of the industry and unprecedented destruction of medical infrastructure as a result of the full-scale military aggression of the Russian Federation. In this context, ensuring the health of the rural population becomes not only a matter of social justice, but also a critically important factor in national security and the state's ability to recover after the war.</p> <p>The study is based on a detailed comparative analysis of foreign experience in state regulation of medical services in the countries of the European Union, Canada, Poland and Lithuania. It is determined that, despite differences in financing and administration models, effective rural health systems are based on universal principles of solidarity, universality and accessibility, with a particular emphasis on strengthening primary health care (PHC) as a central link.</p> <p>Various instruments aimed at overcoming challenges, in particular the shortage of personnel in rural areas, are analyzed. These include strong financial incentives (student loan forgiveness programs, job placement and maintenance bonuses, preferential mortgages in Canada, additional coefficients to capitation rates in Poland and Lithuania) and non-financial mechanisms (professional support, "locum" programs). The role of telemedicine as an innovative tool for expanding geographical access to specialized care is highlighted, as well as the importance of mobile medical teams and the empowerment of other health professionals, in particular nurses with extended powers. Particular attention is paid to the significant progress in the digitalization of healthcare (e-Health), which includes electronic prescriptions, referrals and national patient portals, which significantly simplify logistics and increase the transparency of the system. Based on the generalization of best practices, comprehensive recommendations for Ukraine are formulated. They include further strengthening the institution of the family doctor by improving payment mechanisms taking into account geographical and demographic characteristics; developing a long-term state program "Doctor for the Village"; large-scale and systematic implementation of telemedicine with appropriate infrastructure and regulatory support; creating a national network of mobile medical teams; and expanding the powers and role of nurses/paramedics in rural areas. In conclusion, the article emphasizes that success does not lie in copying one model, but in building one's own adapted system based on universal principles of solidarity, the priority of the primary care, strong state support for human resources, deep integration of technologies and readiness for structural reforms. The aim of the article is to outline directions for improving public governance in Ukraine by analyzing risk management practices in the public sector of other countries. The study employed general scientific methods of cognition: comparative analysis; systematization; generalization; induction; deduction; and a structural-functional approach. The research results indicate that in the USA, the United Kingdom, Poland, and Bulgaria, the institutionalization of risk management is achieved through the development of a regulatory framework; appointment of responsible individuals; establishment of coordination bodies; and implementation of independent oversight. In the USA and the UK, risk management follows a clear vertical structure of responsibility at the level of departments and agencies, which ensures transparency and effective decision-making. In Poland and Bulgaria, ministries of finance play a central role in coordinating methodological support, although both countries face challenges in practical implementation and human resources. It has been found that the effectiveness of these models largely depends on institutional stability, political support, and regulatory alignment. Countries with mature organizational systems demonstrate the integration of risk management into strategic planning, budget processes, and project management. In the USA, so-called “risk constitutions” are used to regulate the operations of public agencies with a focus on risk. In the UK, effective risk management is ensured through the work of risk committees and the systematic efforts of Accounting Officers. This concentration of scientific attention leaves unexplored the issues of the practice of functioning of the quality assurance system of higher education in general and the practice of quality assurance of educational activities at the university level.</p> <p>Within the framework of this publication, the research attention was focused on the issues of structuring the system of ensuring the quality of educational activities and the quality of higher education by institutions of higher education, and on determining the conditions for the effective use of the circular model of building the structure of the internal quality assurance system. An analysis of the current Ukrainian legislation, including the Law of Ukraine "On Civil Service" and regulations of the National Agency for Civil Service, was carried out. International experience in behavioral interviewing, particularly in the EU and the USA, was examined, demonstrating a high level of efficiency of this method for objective and comprehensive candidate assessment. Training should be expected to produce certain results related to improving the effectiveness of civil servants and, consequently, of government bodies as a whole. It has been proven that in order for employees to work effectively, using the knowledge they have acquired, it is necessary to create an appropriate motivation system based on “fair” remuneration for work, which, in turn, is linked to the issue of evaluating the work of each individual employee or, as it is often called, workplace evaluation.</p> <p>It is noted that the issue of “fair” remuneration for civil servants has recently become an increasingly pressing problem in many Western countries. It is emphasized that the current state of the healthcare system requires significant reform aimed at improving the quality of medical services, ensuring their accessibility for all categories of the population and increasing resilience to new challenges. Particular attention is paid to the analysis of institutional, organizational, legal and financial mechanisms of public administration, which are of decisive importance for the formation of an effective healthcare system. It is substantiated that in order to achieve high results, state policy in the healthcare sector should be based on long-term strategic approaches that take into account both national priorities and international standards. The role of strategic planning, staffing, infrastructure development, digitalization and the use of analytical tools in the formation of an effective healthcare management model is revealed. Attention is focused on the need to create a transparent and accountable system for the distribution of financial resources, the development of electronic services and strengthening anti-corruption control. It is determined that preventing corruption is a mandatory component of any reforms in the medical sector, since without an effective anti-corruption mechanism it is impossible to achieve a fair distribution of resources, improve the quality of services and trust in the authorities.</p> <p>The need to implement comprehensive mechanisms for interaction between state authorities, local governments, public organizations, business and international partners to achieve sustainable humanitarian development through reforming the medical sector is emphasized. The article substantiates that effective healthcare management should ensure not only the provision of medical services, but also contribute to reducing social inequality, strengthening social unity, developing human capital and increasing the level of social integration of vulnerable groups of the population. The need to strengthen psychological support for the population as an important direction of social policy in the health sector is outlined.</p> <p>Based on the research conducted, it is concluded that the effectiveness of public management in the health sector is a multi-component phenomenon that requires a comprehensive approach and coordinated efforts of all stakeholders. Increasing the efficiency of this area is a guarantee of social stability, improving the quality of life of citizens, preserving human capital and progressive humanitarian development of Ukraine. It is determined that the traditional economic model is unviable in response to the challenges of climate change and environmental degradation, which necessitates the transition to sustainable development models.</p> <p>The purpose of the study is to identify common patterns, national characteristics, successful practices and potential challenges in the EU, the USA and Asian countries, as well as to develop generalized recommendations to accelerate the transition to a sustainable economy and society.</p> <p>The analysis shows that the EU is a leader in the "green transformation" thanks to comprehensive regulation and ambitious goals such as the European Green Deal and the "Fit for 55" package aimed at achieving climate neutrality by 2050. The United States, on the other hand, relies on investment incentives and market mechanisms, in particular through the Inflation Reduction Act, to decarbonize the economy and stimulate investment in green sectors. Asian countries such as China, Japan, South Korea, India and ASEAN countries are demonstrating a rapid pace of implementation of green strategies, combining economic growth with sustainable practices, focusing on technological innovation and scaling solutions. It is established that all three regions - the US, Europe and Asia - are confidently moving in the direction of "green transformation", but their strategies are significantly different. EU countries choose the path of comprehensive regulation and deep internal integration (dominates the legal mechanism of public administration). The US focuses on market incentives and support national production (dominates the economic mechanism of public administration). Це особливо важливо в умовах збройного конфлікту, оскільки проблеми інтеграції внутрішньо переміщених осіб (ВПО) до місцевих спільнот та адаптації до соціального життя на нових територіях стають все більш актуальними.</p> <p>Здійснено дослідження особливостей реалізації системи місцевих інклюзивних заходів у контексті специфічних умов місцевостей України. Досліджено практичні аспекти актуальних проблем та викликів, з якими стикаються окремі соціальні групи, що мають певні труднощі «включення» та адаптації на прикладі Харківської та Закарпатської областей.</p> <p>У статті досліджуються особливості функціонування та основні напрямки розвитку системи місцевих інклюзивних заходів у контексті сучасних перспектив.
