Human-centered transformation of public service as a prerequisite for effective post-war reconstruction of Ukraine

Abstract

The article provides a comprehensive scholarly analysis of the process of human-centered transformation of public service as a determining prerequisite for the effective post-war reconstruction of Ukraine. The relevance of the study is driven by the need to reorient the public administration system from an institutional-bureaucratic model to a service-oriented one focused on human needs, strengthening citizens’ trust in the state, and enhancing the effectiveness of managerial decisions in the country’s recovery processes. The paper examines theoretical and methodological approaches to understanding human-centeredness in public administration and defines it as a fundamental principle of modern civil service, which prioritizes human rights, freedoms, and needs in the formulation and implementation of public policy.

The study identifies that the human-centered transformation of public service involves systemic changes across three interrelated dimensions: institutional (modernization of organizational structures and public administration procedures), human resources (development of a new managerial culture, professional competencies, ethical standards, and a service-oriented mindset among civil servants), and digital (implementation of e-governance technologies, digital platforms for interaction between the state and citizens, and automation of administrative services). It is substantiated that the synergy of these components ensures greater efficiency, transparency, and accountability of public service.

Particular attention is paid to the relationship between the level of human-centered governance and the success of post-war reconstruction processes. It is demonstrated that Ukraine’s recovery requires not only infrastructural and economic rebuilding but also the restoration of social trust, which is possible through the formation of an open, service-oriented, and citizen-focused state. The article also emphasizes the need to implement innovative governance models based on partnerships between the state, civil society, and the private sector.

As a result of the research, conceptual provisions are formulated regarding the role of human-centered public service as a system-forming factor in Ukraine’s post-war reconstruction, and key directions for its further transformation in the context of European integration processes are identified.
