Theoretical and conceptual principles of forming the sustainability of health systems in the conditions of socio-economic transformations

Abstract

The article examines the sustainability of the healthcare system in Ukraine in the context of socio-economic transformations as a complex characteristic that ensures the continuity of the functioning of the medical industry, its adaptation to external shocks, maintaining the availability of medical services and recovery after crisis events. Based on the analysis of modern domestic scientific sources, it is emphasized that the healthcare system acts as a strategic resource for socio-economic development, as it provides support for human capital, the working capacity of the population and the social stability of society. Key determinants of sustainability are identified, including effective resource management, human resource development, integration of information technologies, financing and accessibility of medical services, as well as social support for the population, which allow the system to adapt to demographic, economic, epidemic and crisis challenges. The article emphasizes the role of state policy in the field of public health and strategic planning as factors that ensure the long-term stability of the system. The impact of reforms focused on European integration standards, digitalization of management processes and development of public health institutions, which contribute to increasing the efficiency of management and the ability of the system to self-organize, is considered. The relationship between financial mechanisms, availability of services and human resources potential as key factors of adaptability and sustainability of the system is studied. It is shown that ensuring the competitiveness of healthcare institutions, the introduction of innovative management and technological solutions, as well as orientation towards sustainable development goals create conditions for the integration of resources and increase the system's ability to respond to external changes, supporting the basic functions of the industry. The author proposes a multi-level model of sustainability, which includes strategic, tactical and operational levels that interact with each other and with external influences, such as economic conditions, legislative regulation and social support of the population. The implementation of such a model allows not only to adapt the system to changes, but also to actively manage them, forming an integrated platform to ensure the continuity of functioning, increase the efficiency and development of the healthcare system in the long term. The results obtained create a methodological basis for further empirical research and practical solutions in the field of public health management aimed at increasing the socio-economic sustainability of society.
