Strategic planning as an integrating mechanism for implementing multi-level governance at the subnational level.

Abstract

The article summarizes the theoretical foundations and substantiates the role of strategic planning as a leading integrating mechanism for implementing multilevel governance in modern Ukrainian realities. It is argued that strategic planning transforms the classical management vertical into a flexible system of partnership interaction between the international, national and subnational levels, making management processes predictable. At the level of regions, districts and communities, it is transformed from a formal procedure into a tool that ensures horizontal cooperation of stakeholders and aligns local goals with state priorities and international standards.

At the same time, it is proven that effective planning is hindered by a lack of resources, the disconnection of strategies from real local budgets, as well as institutional weakness and a shortage of qualified personnel for high-quality analysis and monitoring, and it is also emphasized that since the subnational level is the foundation of regional development in Ukraine, the adaptation of strategic planning to the principles of multilevel governance is critically important. This will allow for an integrated approach to involving EU structural funds in post-war reconstruction, and the synchronization of local strategies with European documents will help translate these principles into real investment projects.
