Structural and organizational mechanism of public administration of the civil protection system of the population under modern conditions

Abstract

The article examines the structural and organizational mechanism of public administration of the civil protection system of the population under modern conditions, including during the period of armed conflict in Ukraine. The author analyzes the organizational structure of the State Emergency Service of Ukraine (SES) and the Unified State Civil Protection System (USCPS), revealing systemic problems in their functioning: excessive centralization of management decisions, duplication of functions between individual bodies, and insufficient coordination between civil and military structures. Special attention is paid to the structural and functional analysis of public authorities involved in the civil protection system – the SES, Armed Forces, National Police, Ministry of Health, and local self-government bodies. The article also examines the foreign experience of organizing civil protection systems in Finland, Israel, Switzerland, and the Baltic States, highlighting the effectiveness of models that combine centralized strategic management with decentralized operational response. Key trends in the development of structural and organizational mechanisms are identified: integration of civil and military protection, decentralization of operational functions, development of voluntary formations, and introduction of digital management platforms. Based on the analysis, recommendations are formulated for improving the structural and organizational mechanism of civil protection public administration in Ukraine.
