Mechanisms of public administration in the field of financial security of Ukraine under modern challenges
Abstract
The article provides a comprehensive theoretical and methodological substantiation and develops practical recommendations for improving the mechanisms of public management in the field of ensuring the financial security of Ukraine under the conditions of extraordinary challenges of martial law and post-crisis recovery. The essential content of financial security as an object of public management is investigated, and its key internal and external threats caused by the destruction of industrial potential, narrowing of the fiscal base, and growth of the public finance deficit are determined. The necessity of transitioning from a reactive model of state response to a proactive one based on a risk-oriented approach and end-to-end digitalization of management processes is updated. The structural and functional destructions of the current system of public authority institutions are analyzed, in particular, the problem of institutional fragmentation, duplication of powers, and informational isolation of departments. Ways to optimize their subject-object interaction by creating a unified Financial Security Coordination Center are proposed. Special attention is paid to the transformation of regulatory, legal, financial, economic, and organizational tools of public management. The author's architecture of a multi-level mechanism of financial security, which integrates state, corporate, and international levels of control, is substantiated. It is determined that the effectiveness of public management directly depends on the transparency of financial flows, minimization of the shadow sector, and expansion of international institutional cooperation. Based on the results of the study, conceptual directions for the modernization of public policy in the field of financial monitoring and fiscal regulation are formulated, which will significantly increase the resilience of the national financial system against global macroeconomic shocks and extraordinary security challenges.
