Transformation of mechanisms and styles of public administration in the era of digitalization.
Abstract
The article carries out a systematic analysis of the transformation of mechanisms and styles of public administration in the context of global digitalization and Ukraine's European integration aspirations. The study is based on the rethinking of the traditional bureaucratic model of governance and its gradual replacement with innovative approaches based on the use of modern information and communication technologies.
The essence of digital transformation as a key factor in the modernization of the state apparatus is revealed. A thorough comparative analysis of traditional and innovative management mechanisms is carried out, the results of which prove the superiority of extraterritorial services, algorithmization of processes and automatic data verification through the Trembita system. Attention is focused on the fact that the implementation of cloud solutions and blockchain technologies allows to radically reduce corruption risks and increase the transparency of interaction between the authorities and society.
Particular attention is paid to the change in management styles - from rigidly hierarchical and reactive to flexible (Agile), people-centered and proactive. It is proven that the new paradigm of public administration involves adapting the state system to the needs of the individual, where the provision of services is initiated automatically based on the analysis of life situations. The role of digital platforms and e-democracy tools (e-petitions, public budgets, online consultations) in strengthening the subjectivity of citizens and strengthening social cohesion is determined.
The impact of European digital governance standards, in particular the concepts of "Digital by Default" and "Once-Only", on the formation of a new management culture in Ukraine is analyzed. Based on the study of the experience of Estonia and Poland, the need to implement the principles of openness and interoperability for successful integration into the EU Single Digital Market is substantiated.
The main risks of digitalization, such as the digital divide and cybersecurity threats, are identified. A set of measures to minimize them is proposed, which includes the development of digital literacy of the population, the development of a network of centers for the provision of administrative services, and the implementation of multi-level systems for protecting state registers. It is concluded that the synergy of technological innovations and new management philosophy is the key to building an effective service state.
