Strategic approach to digital transformation of public administration in Ukraine and European Union countries

Abstract

The article examines the mechanisms of digital transformation of public administration in Ukraine and the countries of the European Union, taking into account the strategic approach in the formation and implementation of government policies for the development of digital economies of countries. The need to analyze and determine the main priorities of digital transformations at the state and regional levels of government is substantiated. The article aims to analyze the existing mechanisms and processes of digital transformation of public administration in Ukraine and the countries of the European Union in order to determine promising strategic directions of digitalization in Ukraine in the context of the development of the digital economy and European integration. To achieve the goal, the authors solved several tasks: modern government strategies were identified, which are the foundation for further strengthening of the digital economy and digital transformations in public administration for 2020-2025 in Ukraine; the number of approved regulatory legal acts in the direction of informatization, e-government in Ukraine was systematized; international indices for assessing the processes of digitalization and the impact of digital technologies on the sphere of public administration and economic development of countries were analyzed; European Union countries that have open government data portals were analyzed; the structure of implemented projects in the areas of digital transformations implemented by governments of EU countries was determined (electronic services, innovative technologies, trust and cybersecurity, open data); an analysis of digital transformations of public administration at the regional level of Ukraine was conducted. A comprehensive study of the mechanisms and processes of digital transformation of public administration in Ukraine and the countries of the European Union made it possible to draw conclusions about promising strategic directions of digitalization in Ukraine in the context of the development of the digital economy and European integration. Thus, for Ukraine, the strategic tasks of digital transformations remain the formation of a secure digital infrastructure and further digitalization of public services. For the European Union countries, the strategic directions are strengthening digital skills, deploying secure infrastructure, promoting digitalization in business, improving digital public services, encouraging research and innovation, and open data.
