Mechanisms of decentralization in the process of modernizing education management at the level of local communities in Ukraine

Abstract

The article reveals the essence of decentralization processes in the educational sphere, aimed at bringing educational services closer to the needs of local communities. It shows that the formation of territorial communities has created conditions for the modernization of their educational systems, but the newly formed communities have faced a number of management problems. Key challenges include the formation of an effective management structure, the optimization of staffing in educational institutions, the organization of methodological support for schools, the definition of criteria for evaluating the effectiveness of the school network, and the development of extracurricular education.

Decentralization in education is seen as a multidimensional process that requires a combination of institutional changes, legal mechanisms, and managerial innovations. A comprehensive approach ensures the sustainable development of the educational system in local communities, improves its quality, and guarantees equal opportunities for all students regardless of their place of residence. It is emphasized that the effectiveness of education management is reduced due to the lack of a clear strategy for the development of the school network, the uneven distribution of institutions, limited funding, and insufficient public involvement in the decision-making process. Strategic planning is identified as a key tool for modernizing education management, which involves analyzing the socio-economic situation of the community, forming a vision for the future, assessing strengths and weaknesses, setting strategic goals, and developing operational tasks. One of the priority strategic goals is to optimize the school network, taking into account demographic trends, socio-economic needs, and the financial capabilities of the local budget. The result should be the creation of an effective, accessible, and high-quality education system capable of responding to the current challenges and needs of the region
