Mechanisms of national debt management of ukraine: challenges and main directions of their improvement
Abstract
In this article was made the analysis of dynamics and structure of the current state of a national debt of Ukraine during the period from 2015-2020 because the found problems of national debt management are very relevant is made, and directly the size of a national debt and methods of its repayment affect all components of an economic system of the state.
There are defined that the financial position of the state has a lot of number of problems among which are crisis situations, inflationary tendencies, instability of foreign exchange market, considerable volume of a national debt and prevalence of budget expenses over income in section for repayment and service of a national debt.
Therefore for improvement of a financial situation and welfare in the country, for achievement of optimum rates of economic growth it is necessary to introduce effective management of a national debt, there are the main conditions of stability of a financial system of the state and development of economy.
In article, also, were made an assessment of level of a debt load on economy of Ukraine and dynamics of change condition of a national debt in the certain countries of the world. It is found out that indicators of debt stability of Ukraine have unsatisfactory values, and currency risks of structure of a national debt and risks of refinancing of a debt during the specified period are raised.
The designated trends indicate on the needing of introductions of the general actions which are directed to strengthening of degree of balance of public finances of Ukraine, improvement of national debt management and also necessity in development of economically reasonable and detailed system of fiscal regulations.
There were defined directions of optimization of a national debt as like as instrument of financial policy of the state. Results of researches are a basis for judgment of specific features of formation and development of a management system by a national debt and the directions of overcoming the problems connected with risks of a national debt and its influence on debt security of the country.
