Definition of the concept of the state regulation of the construction industry: theory
and practice The article deals with theoretical and practical aspects of the construction of an effective system of state management of economic activity. In the conditions of crisis phenomena in the economy, the mechanisms of ensuring the efficient development of multiplier industries, ie those that provide the formation of fixed capital, infrastructure development and increase of financial and economic indicators of the related branches of economy, become acutely relevant. This sector of economic activity is construction. The article defines the means and mechanisms of state regulation, which are grouped into separate groups according to the conducted classification. Taking into account the specific characteristics of building production, priority is given to using state construction tools at different stages of the construction industry’s development. The effectiveness of state management of the construction industry directly depends on establishing a rational system of interaction between administrative, organizational, economic, social, regulatory and legal means and informational and analytical support for construction activities. However, an important factor in building an effective system of public administration is taking into account the specific characteristics of the construction industry. Consequently, public administration should be built on the system of public administration, which are determined taking into account the specifics of economic activities. As a result of the conducted research, the multidimensional system of public administration was determined, which consists in realization of organizational and economic mechanisms of planning, organization, control, coordination and regulation of economic activity.
The identified means and methods of state management of economic activity are grouped according to the directions of management activity in accordance with the requirements and specific characteristics of various branches of the economy. Taking into account the specifics of the construction industry, as defined in the study, a system of application of state management means according to different approaches to the development of the construction industry has been formed. The system of state administration, formed on the basis of specific characteristics of construction, aims at increasing the efficiency of public administration in the construction industry as a multiplier of economic activity.
