Abstract

Value and standard concept of domestic public management and the future information-oriented
society has been analyzed in the article. The author has defined institutional and sociocultural
functions of values as well as the author’s definition of this concept. Formation of value and standard
constituent of organizational culture in the context of interrelations “the state – society – a citizen –
information (knowledge)” has been deemed by the author as the modern strategic goal.
