Abstract

The article investigates the problem of raising the competitiveness of the national resort-recreation complex. In connection with the transition to market economy an important factor of its functioning was the situation, when its constituent enterprises appeared in the conditions of rigid competitive fight against themselves, and also against foreign companies.

Such competition has demanded from them high-quality transformations and essential changes in the organization and management of activity. Thus, there was a necessity to develop the corresponding methodologies based on modern concepts of transformation, and, first of all, on the methods of systemic modeling of economy which would provide market orientation for both territorial, and national resort-recreation complex.

The conceptual approach to the creation of a dynamic model of resort-recreation complex competitiveness has been offered in the work, allowing the investigation of some possible scenarios of redistribution of resources in the developing systems with the asymmetry of production and consumption of a resort-recreation product and the possibilities of management to change these scenarios changing the parameters of elements of the system. The theory of competition of some set of elements of one kind for which the ability for competition is not identical but is somehow distributed on a set of elements is the cornerstone of the model. The competition is understood as a fight for resources of any kind: financial, raw, the number of vacationers or any others depending on the system type.

Modeling on the basis of the theory of chaos with the subsequent computer analysis of results has been used as a methodology of research. The analysis of the model by methods of computer modeling has shown an opportunity to receive various scenarios of developing competitiveness, which allow developing strategies of management of competitiveness of both regional and national resort-recreation complex, and also the scenario of transition of the system to chaos has been shown.
